Why would pirates start pirating more? The government would be world globally imbalanced in power, and nothing would have changed among pirates except a sudden burst of extra competition at the top.

1. We don't know what Doma's situation is, Ace defeated them at some point, and now they are allies.
2. What the fuck makes you think they're sailing around crushing pirates for causing problems. Being one of the most powerful men of the era, he can easily profit from chaos. Two pirate crews fight, beat the crap out of each other, then Doflamingo sweeps in, kills the remains, and takes the spoils. It's a perfect opportunity for him.
Then another pirate crew shows up and challenges him because "holy shit it's a famous guy and im position hungry".

I felt it was unnecessary. It should be obvious why there was lawlessness in Gyojin Island. It's the only passage to the New World that Pirates can take, and therefore, it has to have a lot of traffic of pirates with clashing ideals and beliefs.

It was more or less a Mocktown that EVERY pirate went to sooner or later. Prior to Shirohige stepping in and laying down the law, it was probably ransacked or pillaged daily.
And Mocktown was depicted as a place where the locals lived off the pirates coming through, it was rough but it wasn't bad. Hotels, bars, prostitutes, all making money off the pirates. Nothing so bad.
Shabondy was even better and WAS like a Mocktown all pirates have to go through.
The difference with Fishman Island was clearly racial.
