Hunter X Hunter is actually one of the most creative things i've ever seen, and I read JJBA. Just because the author's art is "mediocre" (but probably STILL better than yours) doesn't mean the story's bad.
If that's the case, kinnikuman, Hunter X Hunter, AND yu yu hakusho would be out of the running.
Trust me if a mangaka whether sick or lazy, can go on HIATUS, and then just come back when ever he wants to and make front cover, he obviously has quite a big fanbase and is doing something right.

your best bet for a show with an idiot main character feeling is:
Rave master, fairy tale, kinnikuman, dragonball and bo-bobo bo bo-bobo.
I know dragonball may seem cheesy at first, but give it a few chapters and it becomse pretty golden.
If you want stop before Z, because that's when the one piece feeling kind of dies off.
Nope, I never said that. I believe art is one of the main important factors that decides the quality of a story(the others being story, pacing, characterization along with other factors). And whether I know how to draw or not is irrelevant and you know it.
Also it's a job, it's the mangaka's job who's being PAID to draw therefore I expect consistent and good(as in at least decent) work. If the mangaka is too sick or too lazy to do it properly he should just hire some assistants.
And if you want to go discussing HunterxHunter specifically, those random scribbles of Togashi's are inexcusable and I don't care how good the story is(though as far as my opinion is concerned, the story quality has been dropping since York Shin). He's being paid good money for drawings most ten-year olds could do better(not me though, I can't draw for shit but of course that's irrelevant). I concede though that his art in the last ten chapters has gotten really good though it ticks me off he needs the prospect of a break after ten weeks to inspire him to do so well. Also I still think the story is weird(as in a mess not how good it was).
Oh and your logic of must be doing something right is flawed due to the simple fact that popularity/=quality. Otherwise crap like Naruto would have been discontinued long ago(yes I used that example, the first thing that came to my mind and a very good one at that, don't look too deep into it Moria>.>).
