I don't see your point, the VAs are part of the threat that is the Buster Call, it's not only the firepower of the ships that make it such a feared weapon. After all the Ohara Buster Call would most likely have been a complete failure without the Vice Admirals commanding the attack. This is a shonen manga we're talking about, where human beings are living weapons, proof being the strongest task force under the WG's orders aren't ships or tanks or whatever, but three guys.
The point I'm trying to make is, these VAs are only here to command the ships and that's it. The Buster Call is the threat here, and the VAs are only here to control it. The VA are the mind of the Buster Call, hence why their only action has been ordering the ships around so far.
Unlike Aokiji, I doubt that these guys are going to walk off their ship and pwn whoever attacks it. The Buster Call is the threat, the main obstacle right now. Yes, the VAs are responsbile for controling it but that's probably all they're going to do, probably because that's all they've done so far.
In Ohara, the power of the we saw the power of the Buster Call, not the VAs. When the BC first arrived, we saw the power of the Buster Call, not the VAs. We're focusing on the wrong thing here. If the VAs were all these powerhouses then someone, like maybe Robin, would have said so by now.
The Buster Call overshadows the VA; or, the VAs are a part of the Buster Call–an inseparable part. They have show no signs of being "the sequel to Aokiji,"and it's stupid to think that they'll lose to these guys right after beating the CP9 and saving Robin. At the very least, the 5 here are weaker then Lucci.
And speaking of Shounen logic, the heros can't be beaten by someone weaker then the main bad guy (Lucci) right after beating him. That just not how it's done. Now, the BC as a whole, maybe, but not by these VAs.
