Is character development by default good? And how do you determine that this particular character development is "good"? Does the change seem justified? Is it executed well? Is the change appealing? Does it concern characters we're interested in?
For me, the Vinsmokes are a complete misfire. They're poorly integrated into Sanjis story, this arc, and the OP world as a whole. Their actions are cartoonishly unlikeable; our introduction to Ichiji has him sacrificing his men for no reason, and blowing the brains out of a guy sobbing for his dead family. Which would be fine if he wasn't getting redeemed instantly, but the biggest problem with the Vinsmokes is that they're bland. They're so very boring. Other redeemed characters at least had some entertainment value the first time around, but I don't want to see the Vinsmokes redeemed, I want to see Sanji kick them out of the arc, because they're poorly integrated douchebags, and so very very boring. And yet, where prior villains needed time-outs between arcs, the Vinsmokes are getting redeemed instantly despite - and this is my biggest problem with them - coming across as more shitty than the Big Mom pirates. Making redeemed allies of the Vinsmokes this suddenly does the exact opposite of the intended, in making me root against the Straw Hat crew.
Theres plenty of valid reasons to not appreciate this current development. So maybe don't say that people are primitive, brutish and of limited intelligence just because they dislike something you don't.
