That's one of the reasons I theorized a Buster Call against Alabasta. For one, it could be a result for Cobra being out of line at Reverie. But as you said, Luffy doesn't really care about the World Government and has no interest whatsoever in changing the course of the world. But Oda set One Piece in a way, that if the story does not end with the World Government being overthrown and Luffy just becoming the Pirate King, the story would not feel complete.
The destruction (or not to became to heartwrenching: the potential destruction) of Alabasta would give Luffy a reason to not just defy the World Government, like he did up till now, but to declare all out war.
For example: The original Star Wars trilogy always annoyed me Spoiler I guess, because even though the emperor was killed, the Empire itself was never destroyed (The party at the end of the third movie in the extended cut even made less sense, because why would coruscant party, when their leader was killed. It just makes no sense).

coming back, one thing that's not convincing to me it's the timing. the other one it's the true nature of the buster call.
for the timing, i don't know how long oda will be dragging the reverie, or how long its consequences would last, in any case, since the reverie seems to be only few days ahead, if the buster call it's decided right after the reverie it's probably too early cause luffy still has a long way to go before going at the WG.
for the buster call, i took it as an extreme remedy for extremely urgent, contingent and relevant events. since the discussion is being held away from alabasta i don't see how it could happen. i see more likely some foreign country trying to invade alabasta to steal the knowledge of the ancient weapon after some information leaks at the reverie, the WG intervention, probably a war or something like that and then, maybe, a buster call.
that raise another question, would luffy ignore a conflict in alabasta to stay in route to become PK or would he go back to vivi to help her?
as of now we know what we (somehow) already knew, that alabasta will play a huge role before the end. let's see what will happen and how the story unfold itself at the reverie.
