From what Twitter has educated me on sometimes the material that gets used in these guns or something other isn’t properly emptied out of these guns between takes so when it comes time to fire them well…..

From what I've already heard on the subject and what I read since the Baldwin incident. We have two, fake guns, like realistic looking guns but nothing more than toys. Real guns and blank bullets, which can still cause burn or injury leading to death (i.e. Jon-Erik Hexum's case), and real guns with live ammo that are used for close up shots of shooting. The issue is that all fall into being a "prop gun" as it is an umbrella term, and for the safe usage of the latter two you need to have not only specialists on set and daily safey talks.
On the Rust case it seems that was a strike of camera man that lead to them ousting every unionized member of production and bringing non unionized members. Also the were two previous misfires with the prop guns used. So security and safety were preatty lax.
