It's a "Boy Manga" (as us Koreans call this type of genre). One Piece is about people's dreams and adventure in fighting it. Doesn't matter if the world is fucked up and the government is terrible blah blah. It is about finding One Piece and the person that stands against Luffy in achieving that dream is Blackbeard.

The only one that will endanger the WG are Luffy (he will find OP) and Dragon (his army). BB will only stands in Luffy's way of getting to OP so he will be defeated just before the final arc happens. It is ridiculous to think that BB will endanger the WG, he is, after all, not the one that Roger was waiting for (WB said so in chapter 575 just before he dies).

Actually I just realized the best argument for BB and against the WG is simply the need for stake raising.
So we have two villains here.
1. The neutrally evil one that has ruled for 800 years and probably 75% of the time their subjects aren't really bothered by their existence unlike say the Star Wars Empire. They aren't Nazis or even Soviets, they suck but not really in an active and desperate times type way. Their main goal seems to maintain the status quo to the point that they even worry about the defeat of their most powerful enemies.
2. An up and coming endlessly ambitious psychopath with connections to the mysterious old will and order, the D's. Who wants to shake up the world and watch it burn.
Who the hell would select 1 as the final villain? A final act should RAISE the stakes. What, is the WG going to suddenly turn into the Khmer Rouge and start rounding up the world population and murder everyone out of the blue? No.

The then PK king Luffy with Poseidon + Dragon with will vs WG + the last "dangerous super mega weapon". So WG (or the Gorosei) will be the final vilian, not BB.
Luffy is the more powerfull version of Roger (without the illness), BB on the other hand will be a more powerfull version of Shiki. BB's fate was sealed when WB said the he was not the one Roger was waiting for, meaning that he'll fall at the hand of Luffy on his way to finding One Piece.
So again i will way it's ridiculous to think that BB will endanger the WG or be the final boss.

That's all well and good but I have faith that Oda will come up with a truly shocking twist of a villain. Perhaps a former ally? Someone we've trusted all along? Maybe one of the Straw Hats? No. No way. Coby? Not a chance. No, ladies and gentlemen, I think I've discovered the true final villain of One Piece: one who can truly handle Luffy one on one.

of course you do. Chou Chou. The dog who defended his deceased owner's pet store from the Buggy Pirates. He showed incredible strength against a massive lion and resilience toward even the mightiest of warriors and lived to tell the tale as shown here:
the evidence is all there we just must open our eyes to see it. Furthermore, Chou Chou is already making big power moves after the two-year time jump, now an owner of the pet store rather than just its guardian. This sudden shift in power is overlooked by the WG and pirate community but believe me, he's on his way to his next big move. Chou Chou and Luffy have already traded blows equally and he helped them escape from the angry town citizens but what if…it was all a clever ploy and Luffy and the Straw Hat crew are EXACTLY where Chou Chou wants them. And after the bond he formed with Luffy, the final battle will be an emotional struggle between a boy and a dog who betrayed him.
