I don't know why you are labeling Skypiea as not important. What you just said is false because there hasn't been anything fully explained about Skypiea and how it ties in to the OP world. The people from skypiea migrated from the Moon and that hasn't been explained. You can go ahead and explain why there are 6 moons in OP world.
Enel is going to return to the story, there is no purpose for him to be on the moon the whole story. Might as well say Axe Hand Morgan won't have a role anymore in OP.
I did not say it wasn't important. I said it is low on elements that connect it to the rest of the story. So it is very easy not to include in the games. Example: Ennies Lobby introduces a new crew member, has Luffy declaring war against the World Governament which raises his bounty considerably and every single Straw Hat invents some new technique or attack that they use several times in the future, so it's a must when you're telling OP's story. Skypea has none of that so it's easy to skip.
All that stuff you're talking about like exlpaining what Skypea is doesn't matter in a game perspective. If the developers though that Skypea wasn't important or popular enough to be included in the first game, they won't base the entire second game on it like you said.
As for the rest, Skypea is an island in the sky the same way Fishmen Island is on the bottom of the sea. It's a crazy island, like many others that exist in OP's world. It doesn't need much explanation besides what was already given. As for the whole "winged people came from the moon" thing that can be important in the future but so far it's just that. There were winged people on the moon and they came to down to earth.
Enel has no reason to came back. He wanted to go to the moon because it was made of nothing but soil. Boom! Dream came true, he's happy. If he cames back it's because Oda will invent a new plot for him but so far has not given us any clue to something like that.
Axe Hand Morgan will return because that plot thread was left open on purpose. It will probably be a short side-event since he doesn't stand a change against Coby or Helmeppo now but we will hear about him again sometime.
And if you want to know what a moon is or how it is formed I suggest you read this http://en.wikipedia.org/wiki/Natural_satellite Moons are formed way way way fucking way before any living creature exists. The only relevance the moons can have is being the reason the tides of OP are so wierd. 6 moons is not a mistery, the same way that a mountain is not a mistery: it's a natural ocurring phenomenon.

They have no reason to take out the characters from the first game so they will be there even if they're completly unchanged.
As far as previous playable NPC's go I'd say at least the major characters will now be playable. Crocodile, the admirals, Rob Lucci. The models are done, they had a bunch of moves already, they just need some tweaks and they're good to go.
As for entirely new characters I'll say major characters again, but this time the ones from the absent arcs/sagas of the first game. Enel (which is comfirmed), Moria, Smoker, Hody Jones, a couple of Supernovas (Kidd and Law being the most popular and easy to do right now).
As for stages right now I'll only bet in Skypea, Thriller Bark and Fishmen Island since they're the missing major arcs. All the others are smaller arcs that can be easily be added or not, it all depends on the developers. But I'd like to see Syrup village and Logue Town at least. Logue Town would be awesome since you got the Straw Hats in one side, Buggy and his pirate in the other and Smoker and the marines on the last one. Expanding Alabast with a Whiskey Peak or a Little Garden stage would also be cool.
And it's very likely that something from the movies will be added. In the cover of the game you can see Aokiji as he appears in the new Z film. What reason would they have to do that if there wasn't something about it in the game.

For the UK yes. Namco confirmed the EU version about 2 or 3 days after the normal version was announced. They even put up a new trailer on Christmas Day with it subbed. Not sure if they've gone back and confirmed an American release or not.
As for the film is canon or not debate. As far as I'm concerned if it's not in the manga itself it's not canon. Simple as that. But most of the merchandising follows the anime it seems.
We can look forward to the Apis arc being in for the 4th game. :P
The setting for Strong World and Z are cannon. What actually happens in the movie not so much.
Chapter 0 that came with Strong World is cannon. In the manga they mention only one prisioner ever escaped from Impel Down, that's Shiki (Oda even wanted to include a mention of him in Whitebeard's and Shanks talk but then decided it would be to confusing for the readers). The thing is maybe his plan never came true and he never crossed paths with Luffy outside the movie universe.
Coby's new rank and Aokiji's appearence from Z are also cannon despite Luffy's fight with Z probably never happened in the manga universe.
