I think people are forgetting the nature of Doflamingos power. Sure he is just a Shichibukai and there is a Vice Admiral, a Shichibukai and a 400+ million pirate on the other side and i agree there is no way he can defeat them all if he actually faught them all but the point is he doesn't need to fight them because of his powers! He can just puppet control Law and Luffy and make these two fight Smoker and the Strawhat crew. We have seen him easily control a Marine HQ Vice Admiral before so he will be able to control these guys too.
