But it does give the backstory of a character who appears in One Piece. Toei could animate a special about monsters, like they did with chapter 0 and call it, "Chapter -1", or "Chapter Monsters."

Except chapter 0 was actually about one piece and the only reason toei animated it was because of Strong World.
Toei are money-hungry and lazy and won't animate something unless it provides a great profit, like huge boobs, no fillers, lazy detailing and little content.

Monsters is technically about One Piece, if we have a big focus in Wano and its history for a later arc. Just not the whole world like chapter 0 pretty much was.

People say it is because of Ryuma, whose actions from Monsters are mentioned in the Thriller Bark Arc.

D: Greetings!! I cracked open "Wanted!" for the first time in ages and re-read "Romance Dawn", which prompted me to notice that Luffy's grandpa in that story was basically the same guy as Vice Admiral Garp! Does that mean that Garp was once the captain of a crew of pirates? P.N. Nao
O: Well, here are two questions about my old short story collection, "Wanted!" I'll tackle Ryuma's first. The zombie Ryuma appears in Chapter 450 from this volume, and he is indeed the Ryuma who starred in "Monsters". In the world of One Piece, he's now a legendary swordsman who died of sickness. I wouldn't have minded if this had just slipped through the cracks, but I was happy to see that so many people noticed. Next, Garp. He appeared as Luffy's grandpa, and a pirate no less, in the one-shot that served as the basis for One Piece. He might look the same, but I want you to see these as different stories. Grandpa Garp from THIS One Piece is a true blue Marine, from birth till death!!
Yeah, he showed up in Thriller Bark and everything, but it bugs me that the whole Monsters segment can be considered part of canon. Eh…who knows until we get to Wano...

It's not, but you can see where Oda is consistent in his ideas. A certain scene in Monster's is totally the predecessor to Nami asking for help in Arlong Park. Plus, you can see a lot of Luffy in Ryuma. And, you know, the whole Ryuma is Ryuma thing, even if he's not really Ryuma.
I just want all of Wanted to be animated. I could forgo the Romance Dawn one-shot, but everything else is pretty great.

Rather than doing full-fledged cover story episodes, just stick a 2-4 minute segment of "where are they now" character updates at the end of the episodes. Canon filler, and it would benefit the actual episodes pacing oh so much.
It sounds good on paper, but I'm not sure if it could be executed well without feeling awkwardly placed.
Watch them make 1/2 of a chapter per episode.

I don't know about most (my memory's fuzzy), but there was the episode where Luffy got poisoned by Magellan and like half the episode was Luffy in agony and Bon Clay not sure what to do. That was definitely a half of a chapter. :/
