I'm aware of the holes, it's been mentioned many times here. I just would like to hear an alternate idea of 'what Roger couldn't do that Luffy must do' that fits your sense or other's.
Keep in mind Roger had a deathly illness for three years before conquering the grand line, and only had about a year to live after that. (Or decided to end it a year later, at any rate… but not without setting it up for someone else to do.)
Whatever they found, whatever they decided, the lack of time available to Roger may have been a factor.
Also, starting a world-wide war that would upheave and change, toppling the government and changing things in ways no one would know, everything may have been well beyond the scope of what he'd even want to do even if he had the time. (Plus, the gae of pirates has happend since and so now there's a different balance of power than there was in Roger's time, with far more pirates and of course the shichibukai and yonkou.)
Not to mention, though its stated over and over that Luffy is like Roger, we still don't know much about Roger's personality. We know he defended his friends fiercely... but did he make allies the same way Luffy did? Bond entire nations and armies to him?
For example, Whitebeard is the guy Fishman Island was loyal, not Roger. And that wasn't until after Roger's death. Alabasta? Clearly on Luffy's side. Skypeia might havve let Roger through, but they didn't owe him anything afterward. All the stops in east Blue where Luffy got a crewmate and bonded a village to him. Etc. Roger might not have done that. So between lack of allies and his own fast approaching death, he may have simply not had the options to do what needed doing.

That would mean that Pluton really is an evil weapon. And Poseidon is not so much a Weapon but a very powerful person. So the same can't be said for Poseidon, especially as Shirahoshi can't really control her power.
1.She's LEARNING to use that power, and will master it before the series is done.
2.Shirahoshi is super manipulatable. Unable to defend herself, super obediant, willing to sacrifice to save her people. that could easily be twisted to evil ends.
3.What if rather than being a nice sweet girl, she'd turned out like Arlong or Hodi? and wanted to wage war on the humans? That would be a BAD thing.

And Shirahoshi's power, I don't think she'd just use it to go "MASSIVE SEA KING ATTACK GOGOGO".
And yet, that is no doubt exactly what she's going to end up doing before the series is done. Again, the world is LUCKY Shirahoshi turned out to be nice. Could have easily gone the other way if her mother hadn't been so influential. And we don't have any idea what the previous princess hundreds of years ago was like…. but she will no doubt do exactly what needs to be done to help her people, and whatever Luffy asks of her.

Now that I read Monkey Kong's thread I understand his avversion to this theory lol.
His "theory" has some interesting bits but it's very trivial.
His researched, sourceable analysis that was accurate 7 years ago, and has only become more true with time? That the research of Robin, the appearance of Rayleigh, and the last words of Whitebeard, basically confirmed?
Ashura's thread might be true or not, but what I feel despicable is the anger to take his theories down.
That's because there's not been even a single hint towards it being the case? The series hasn't said anything even once about breaking the walls to unify the world. It's said plenty of times there's a dark past, the government needs to go down, and that the guy that finds one piece will be the one to do it, because only a certain kind of person can manage that.
Luffy's been making friends and allies, gathering a worldwide army, the entire series. He just doesn't know it yet.
(And All Blue is likely around the backend of reverse mountain, where all the oceans already converge.)
