I'm guessing the whole "person as an ancient weapon" will be reserved for Poseidon. It would be weird to have two of the weapons be that way and the third completely different.

Destroy a massive area of continent is a crazy idea for some cheap reason. I also think that the "All Blue" exists already, it’s not gonna be created. It’s hard to believe people know so many things about a secret project. So crazy. Popular myths coming from such obscure thing like a project is very doubtful. IMO.

Well, not saying it will be as I say, but it's normal that oral stories change over time because it's told a bit differently.
It could be that the government didn't 100% succeed in erasing the entire plan (next to the poneglyphs of course) and that a fragment kept being told over 800 years, steadily changing until it was the concept of All Blue, a sea where all the fish are and a place to visit.

maybe someone already mention this, but your theory about all blue's seems not correct, because the way i read one piece, all blue is a place that already exist and not have to be made to be exist. the place is already exist, someone's already been there and talked about it, so it can be called a legendary place.

Just like Poseidon is something(or someone) that can be used for good, I would suspect the other ancient weapons to have that quality as well. Feels like something Oda would come up with. Yes, he's been presenting Pluton as a destructive weapon all this time, but isn't that what he did with Poseidon as well? Poseidon can quite obviously be used for good or evil.

I don't know Oda very well but it still seems Oda-like, to make the actual world the final treasure. Didn't he say that the treasure would be a physical object? However, I'm with many of you in thinking that Luffy wouldn't, in his present self, go through with "Project One Piece". But a lot can happen before it's time, assuming this crazily awesome theory is actually right.. There's so much we don't know yet. I think that the man-made weapon Pluton is something like the equivalent of the atomic bomb in the one piece world. At least that is how it was presented. Even the construction plan Franky had is something similar to the concept of the cold war. Have an equally bad weapon in order to stay safe.
That would mean that Pluton really is an evil weapon. And Poseidon is not so much a Weapon but a very powerful person. So the same can't be said for Poseidon, especially as Shirahoshi can't really control her power.

It's literally been stated that the Rio poneglyph is on Raftel. Not really theorising in that aspect. Good addition of "Luffy must surpass Roger", though I still wouldn't really count that as broad.

It's stretched yes, and it sounds weird, but if you look at what we have seen in the series 'till now, for example Noah and the prediction of Shirley, then the chance is fairly likely that the Red Line, at least on the FI side, will be destroyed. Broad may have been the wrong choice of words, but my meaning was that it takes what we know and draws conclusions while this theory seems to draw conclusions from the conclusions if that makes any sense. To put it to the extreme one reads more like an obvious prediction, and the other like a fanfiction.

Oda hasn't introduced even a single thing about the world being held down by geography though. Yeah it's suggested that Mariejois probably controls travel from North/East Blues to South/West blues, but this is only a guess even.

Keep in mind Roger had a deathly illness for three years before conquering the grand line, and only had about a year to live after that. (Or decided to end it a year later, at any rate… but not without setting it up for someone else to do.)
Whatever they found, whatever they decided, the lack of time available to Roger may have been a factor.
Also, starting a world-wide war that would upheave and change, toppling the government and changing things in ways no one would know, everything may have been well beyond the scope of what he'd even want to do even if he had the time. (Plus, the gae of pirates has happend since and so now there's a different balance of power than there was in Roger's time, with far more pirates and of course the shichibukai and yonkou.)
Not to mention, though its stated over and over that Luffy is like Roger, we still don't know much about Roger's personality. We know he defended his friends fiercely... but did he make allies the same way Luffy did? Bond entire nations and armies to him?

Roger might not have done that. So between lack of allies and his own fast approaching death, he may have simply not had the options to do what needed doing.

That's because there's not been even a single hint towards it being the case? The series hasn't said anything even once about breaking the walls to unify the world. It's said plenty of times there's a dark past, the government needs to go down, and that the guy that finds one piece will be the one to do it, because only a certain kind of person can manage that.
Luffy's been making friends and allies, gathering a worldwide army, the entire series. He just doesn't know it yet.
(And All Blue is likely around the backend of reverse mountain, where all the oceans already converge.)

We've seen a few examples of it I guess, like Alabasta not being able to get any water, Water 7 was in trouble and on the verge of dying out until the Sea Train happened, and then there's Foolshout Island (in the FI flashback) where nobody had the talent to sail and couldnt bring Koala home. And from what I remember they looked like poor people??
So I guess there were hints if you desperately want to find some. Still the fact remains that it hasn't seemed to bother that much people.

Maybe I should have phrased myself better, what I meant is that I think that might not be the ONLY way she would use it. She could also use it to prevent Sea Kings from wrecking any havoc across the world. But that is only a thought for those who believe in this theory. I like the thought because I'm not comfortable with the idea of the only uses being launching a massive sea king attack on the Government and to transport Noah.
Though I guess afterwards it could be used as a strong defense mechanism.

Little Garden is one place which Roger never visited, where the Strawhats befriended the Giants and gained their support.

the winged moon people of ancient times. skypians? 2 chapter later the cover story tells us that the ancient city in which these people used to live were named birka. just like the sky island which enel came from. it also states that the ancient people travelled to the blue planet.

She really isn't super maniputable. She has enough strength of mind to keep the secret of her mothers death and not crack under the pressure. And though she is weak, she now has the seakings to defend her and can outswim almost anybody anyhow. The point is that she now isn't easily useable for evil ends.

That would of course make her an evil person but still she isn't inheritly evil. And even then nobody knows wether the seakings would follow her orders.
The point is that the theory states that Pluton can be used for good which I can't see. And Poseidon is not a weapon but a person and therefore nobody is able to really "use" that "weapon". So nobody could really forsee what Poseidon would want to do.

Well I don't mean fishmen in general, but I mean Shirahoshi, the poseidon.

As I said only the ability to speak to seakings makes her special. Normal Fishmen and so on can talk to fish, Neptun is special because he can talk to whales. It is one species bigger every time.

If I remember right the "talking" stuff is usually reserved for merfolk and not for fishmen
