Nah, the other times were simply OP absent from the index/TOC on the webpage, but was on the magazine.

This time around, it actually says "One Piece will be on break next issue".
Which gives it far more credence than just oops forgot to put on TOC.

Yes it was unannounced, so most likely not a scheduled or intended absence.
Sickness, family emergencies, technical problems, whatever other unexpected reasons. It happens.
