No it would not. The point of the shots were those that had a major connection to Ace one way or another. Yeah, except that's just your interpretation, so no you can't tell me I'm wrong.
Shanks only met Ace ONCE. It wasn't just about a personal connection with Ace. Luffy was there because he's the main character. Ace was there because he died in this volume. Whitebeard was there because he died in this volume. Blackbeard was there because he caused the whole war and took Whitebeard's power and declared this to be his era…oh and killed Whitebeard. Shanks was there because he ended the war. Jimbei was there much more for the fact that he saved Luffy than for the fact that he was friends with Ace. It was all about characters that had a major role in the end of the war the way I look at it....you can't just blindly claim it's about a personal connection to Ace. If that's what you want to read into it, go ahead, but you can't definitively claim it as fact.
I say Koby would've fit because this whole thing started in volume 45 which had Luffy, Ace, Shanks, Whitebeard, Ace, and Blackbeard on the cover just like this volume. 45 also had Koby / Helmeppo / Garp. It would've been interesting for the same characters to be on the cover of the volume where the incident started and the volume where it ended. Additionally Koby was the one who bought the precious few seconds that saved Luffy's life and thus altered the course of world history (the implication being that Luffy will some day free the world from the evil world government). So yeah, Koby would've fit

GAAAH! I was really hoping that this volume would end with "Luffy and Ace." That way volume 60 could be devoted (almost) entirely to the flashback. =(

If that's the case, why not give Marco the spot since he gave Jinbei the precious few seconds he needed to pick up comatose Luffy and make a run for it. Or how about Crocodile, who not only distracted Akainu, but essentially "saved" Jinbei and Luffy from execution…
...the way I see it, even though Jinbei looks awkward being in the cover, he did way more in the war to deserve the spot; far more than Coby, and that's not saying much....
...unless we're including him getting OHKO'd by Luffy. Then I guess that makes 2 things Coby's done altogether in the war...

Not relevant. The cover of Volume 59 features things that are relevant to Volume 59. Whether Ace and Shanks met more than once or not is not relevant to this cover, since a further relationship has not been hinted at the time.
It does however seem irrelevant to bring up further meetings between them in the future as well, since one of them is dead. However, if Oda wishes to weave this back into the plot, then I'm sure he'll have his reasons. For now, though, Shanks and Ace have only met once.

Could be worse. It could be like bleach where theres one character in the volume cover while there are several characters would fit nicely. come to think of it why does he do that?
Or naruto where some of the characters dont even appear in the volume at all(volume 34 comes to mind)
While im on the topic of volume covers. Will oda ever draw a cover without luffy? 21 and 41 dont count cause there the bosses of that saga. I mean a run of the mill volume in fact 61 mite not have him. -

kind of curious why oda always trys to put a chapter to the end of each volume which gives us a great cliffhanger, but spoils us directly with the next cover.
(most of the time with just new charas which will be introduced, but this time it`s just a cover who gives perfect to us the content hehe) -
