Bellemere all the way. She raised her kids with an attitude and even sacrifised her life instead of denying them. I also think of the scene of her death as one of the saddest scenes in One Piece. On the other hand, I've always found Mr. 1 pretty boring. The only hint of personality I ever saw of him was his dream to be a superhero, and that isn't enought to beat Bellemere.

As much as it pains me to vote against one of the few women in One Piece I have any respect for, Mr. 1 is just too god damn badass, his design is too good, and his power is too damn clever…! I mean, shit, this is a guy who was "starting to get tired of" Impel Down!

Crocodile's top lackey shares much of his balls-to-the-wall badassery.

Plus, the use of his blade powers was creative as shit, he's one of the few Black characters in One Piece, his fight with Zoro was epic, and I love that "total pro" attitude he had.
