Personally, I think he'll be Shanks. Probably Luffy will defeat the "evil" opponents before the final fight in Raftel, and in here he'll have to prove to his former mentor to have become a worthy pirate. He'll defeat him, and then he'll give him back his straw hat. Hail to the new king.

The incident was 4 years ago, the fight happened atleast 2 years ago.

I don't know if anyone said this before, but I think that Punk Hazard is the island on which Akainu and Aokiji fought, that what "the incident" may be. After all, they fought for a week, so it is possible that they changed permanently the weather on the island with their powers, so a half is completely frozen by Aokiji, and the other half is melted with magma and hellish hot because of Akainu…
About the Shichibukai guesses, I think it is Law's work: the Government acknowledged him during the war, since he's the one who made Luffy escape, and, after three years, they may have decided that it was more convenient to have him on their side. Plus, the sleeping gas and the "anti-radiations" uniforms look very "scientific", since Law is a doctor it may fit.
Just guesses, anyway.

• Alabasta: I predict at least three covers for Alabasta. One for the royal family; another for Toto/Kohza (provided Kohza is not married to Vivi or something); one for the Baroque Works agents;

• Sky Piea: at least two: one for Gan Fall, another for Conis. Both will probably will be with some Shandians with them; Maybe one more for Viper (if not meeting Cricket) and another for Gedatsu?

Gedatsu went to Alabasta with Goro & Toto, so, if he appears again, he'll be in the Alabasta part, I think.

Maybe in the next one we'll discover that the Magellan now running Impel Down is in reality Bon Kurei transformed, and that the real Magellan is closed up somewhere in the prison, maybe in Level 5.5…that would be cool...

After the revelations of Shirley's family in the last chapter I think she's got some probabilities to join…a siren with shark teeth can defend herself well against Sanji's renewed romance...
