The mere existence of the Baroque Works, Doflamingo mocking Sengoku about "liberating islands", and the mere fact that the Marines didn't expect three of them to show up at meeting ordered by the Gorosei makes me more inclined to think that they actually gain quite a bit of freedom.
So, I think a possibility is that the Schichibukai turn themselves in for protection- because they've either realized they're not strong enough to become Pirate King (Crocodile, propably) or have made enemies with even stronger pirates.
Ah, but not every pirate wants to become the Pirate King, especially not the New Era Pirates. Some of them don't even believe that the One Piece exists.
Crocodile just wanted out of piracy is what it amounted to; we can't say for the others. I tend to think that Mihawk probably didn't have a worthy challenger amongst the Marines ranks; becoming a Shichibukai allows him to focus on his swordsmanship without having to worry about the Marines anymore.
I've suspected for a while that Teach wants to be a Shichibukai for protection, but the impression I always got was that the Government usually sought out potential candidates and made them an offer. Otherwise we would have seen a lot more people show up at the meeting offering their services, as is, we just saw Lafitte.
Huh… I wonder how Teach and his crew found out about that meeting in the first place. Must have sources within the World Government or the Marines.
Annother possibility is, that they've been cornered by stronger Marines (the task force)- because logically there must be stronger marines, otherwise the Schichibukai couldn't be controlled, and wouldn't gain protection.
But don't Crocodile and Doflamingo prove that they can't be controlled?
My stance is that the Shichibukai wouldn't even exist if the Marines could defeat them without great cost. Why cut a deal with somebody that you can get rid of instead?
Another possibility entirely in the case of jinbei, is that he was made Shichibukai to prevent war with the Gyojin…

That's possible, though I always thought that it was simply a way of getting rid of a dangerous pirate crew. If it was an appeasement move, then why did he have to make a conciliatory gesture that the other Shichibukai didn't have to as far as we know? Doflamingo didn't have to exile his crew to… say, North Blue, for instance, to become a Shichibukai after all.
