It doesn't exist, the real statement was "This is the last at the age of 17" and it was on the volume 0 (Strong World) so it means Strong World is Luffy's last adventure at 17.

im on episode 129 on the anime. are there any episodes that are considered fillers, that i don't need to spend my time on? if so, which are these?
i did that mistake with naruto and watched many dumb episodes hoping it would get better but it just became more and more dumb until i decided to move to the manga….

A very horrible filler batch starts at episode 131 and goes up to episode 143. I'd say skip all of those. However episode 143 has a canon cliffhanger. It's not even a minute but it somehow feels as if you're lacking something if you start watching straight from episode 144 which is why I suggest that you watch just the end of ep 143. Afterwards it's a good batch of more then 50 episodes until fillers start again. Hope that helps.

I might get chased out of the village by an angry mob with pitchforks for suggesting this but you should maybe give the G8 filler arc a try when you get there. Probably the only filler arc I actually enjoyed. It has some fairly epic moments.
