The Executive Order listed here is claimed to be overriding the Fifth Amendment which does not allow any property to be seized without due process of law. This Executive Order allows the Secretary of the Treasury to, at his/her own determination along with the Secretary of State, and the Secretary of Defense, to seize property of anyone they "determine" is preventing, or attempting to prevent economic stabilization in Iraq.
It's basically saying that if three people don't want you to have property, they can take it from you, whenever, however, and without due process of law. They do however need to somehow prove you were "undermining efforts to promote economic reconstruction and political reform in Iraq." Which is so broadly termed that they could have it mean simply protesting against the Iraq war.
