Actually the whole balance thing strikes like something as a "worst case scenario" solution. If the Yonkoh plan to launch a full scale attack at the WG then with the Marine HQ and the Shichibukai their should be the proper counter measurements. That´s why the balance is needed.
But as long as nothing happens on that field no harm is done if one Shichibukai position is vacant. Heck as long as nothing happens they could even have more Shichibukai positions vacant. But if something happens then the WG is in deep shit if they don´t have enough menpower to rival the Yonkoh.
The WG and the Shichibukai both hate the Yonkou, except Mihawk - that is my assumption. The Shichibukai don't neccessarily hate the WG, so I believe the WG has the advantage in a fight with the Yonkou, because some Shichibukai may get involved; not to help the WG, but to defeat some of the Yonkou to help aid their own goals.
Don't know about Kuma, but Donflamingo hates all this the stuff going on in the New World, which involves the Yonkou. Blackbeard, who may soon be a Shichibukai, wants to be PK, and has bitter history with two Yonkou members. Moria has a feud with someone in the New World, presumably a Yonkou or a crew member from a strong pirate crew.
Where in the world was it ever stated that Doflamingo actually hates somebody, leave alone in the New World? Disliking each other is a fair assumption but hate is something that goes much deeper and should at least be addressed somewhere in order to be taken that way. Nothing in One Piece ever happened that makes us think Doflamingo hates somebody that never got mentioned in his context.

I'm pretty sure Moria is still entirely capable of ruining someone's shit severely even though he was somehow made weak after being defeated.

Since when does losing a fight automatically mean to lose the strenght you had before? If somebody loses an arm or a leg in a fight that makes sense. But if somebody is just stronger then you then there´s no reason for you to get weaker after the defeat.
Heck, if you´re not strong anymore because you get beaten up then Luffy would have become weaker after his first fight with Crocodile and Zoro would probably weild just one sword because Mihawk defeated him. I can´t seem to follow that logic.

Well, I began the post with "- this is my assumption"; so I assumed that you would assume that I am assuming.
Though the wording could have been better, I re-state, that I am just assuming about Donflamingo "hating" or "disliking" goings-on in the New World and this involves highly around the Yonkou. There is no statement in the manga clarifying this at all.
I understood it that way that the assumption is based on an actual event in the manga. At least it looked that way to me. I guess it´s ok now, just didn´t get it straight the first time.

Besides a Sabre is a very generic weapon for a pirate, just like a cutlass.
Also, your forgetting that Shanks is a very powerful pirate. So, I'm not surpirsed he's able to match a swordsmen with a average Sabre.
Hell, even WhiteBeard could rival Mihawk if he picked up a cutlass.

FACT: Shanks and Mihawk are former rivals, and they often dueled each other, as Whitebeard stated.
FACT: Mihawk is a swordsmen, and uses, as far as we know, just swords.
FACT: Shanks has had his sword since the beginning, and used it when WB attacked him.
Conclusion: If Shanks and Mihawk dueled, it would have most likely been with swords, and even if they didn't, we know that Shanks is still very skilled with the sword, otherwise, why would he still be carrying it around and using it?

Lets take a looked at the Grand Battle games... Every incident of Shanks fighting has him using a sword. And until the day he says something like this:

Yes, they were stated to be Rivals and that Shanks was also capable of hanging with Mihawk. Nowhere does it say he's a swordsmen, and the two points are **seperate. Meaning he was a rival not specifically in swordsmenship, and they duled each other often

Using a generic pirates blade doesn't make you a swordsmen, It makes you a pirate. How many Pirates in One Piece use blades?
We don't know if Shanks is entirely reliant and famed for sword use.
He could also be a physical powerhouse.
While we cans safely say Mihawk is a better user of swords than Shanks, we cannot make the baseless corelation that this makes Mihawk all around better than Shanks in combat.

I never changed anything, we do not know if Shanks was competing to be the best. . . We simply know they dueled an undisclosed number of times in the Past.

and also i disagree a tad with the anyone who uses a sword against Mihawk i will lose idea since there are people who can duke it out with ol whitey whose mr worlds strongest himself and walk away unharmed from it so i wouldnt think Mihawks without his own equals.

I can see Shanks duelling for fun but mostly i can see him cheating (not beeing honourable swordsman) which would invalidate any chance of him takeing the title from Mihawk.
