He did technically work for the government so he might have had pretty good health care. The bureaucracy couldn't deal with any changes in protocol so they just gave him a new prosthetic because it was easier.
Until stated otherwise this shall be my idea on how he got his hook back.

Its just that after recently working on both the federal and local levels of government I have seen a fair amount of bureaucratic stupidity. It just made me laugh imagining Crocodile getting bills and making sure his health insurance coverage would be good enough if he took a position in the government.Oh and @ LuffGearSecond it would only be a plothole if the hooks appearance was actually relevant to the storyline. Somehow I doubt this.

Maybe he didn't feel like he need to use it? I don't think Oda forgot or anything, and it doesn't sound like a plot hole to me. Oh, and in the Alabasta arc he saved last and used for a special circumstance, the poison hook might be his last resort or something hes saves for special opponets. Why waste poison on those you can defeat without poison?

Aaand… might it be a good idea to turn this into the Crocodile discussion thread? i'm intrigued at what others think his 'secret' is, among other things. I've heard interesting theories getting thrown around, but never collected and discussed. Just suggesting.

The poisonous part of Crocodile's hook is very strong. It can kill a lot of people. What I am confused about is that he didn't use it in the Marineford War. He could have killed a lot of people with it and end it a lot quicker. I think this is a major plot hole and a lot of people would discuss about it in the future. It could be that the WG took off the poisonous part of Crocodile's hook, it is some kind of weakness in Crocodile that disabled his poison, or its a major plot hole.
Even if only nanolitres of poison is required to kill someone, the fact that Croc coats his hook with it, it'll only kill one person because their body would absorb way more poison than is needed to be lethal. It's a last-ditch kind of weapon Croc would use if he's about to be beaten, or is in a tight 1v1 where he need and edge. It's no substitute for Magellan's power, it has more in common with Shadow Asgard.

And he had a message to deliver to Rehlieh, from Garp.Now the problem is we don't know what the message was. And unless the pirate kings right hand man shows up randomly and tells us we never will.
About how he actually saved the Straw hats. So what do you guys think, did Garp give him instructions on who to send where? Was it just random happenstance? Or was kuma acting on his own accord (as far as how to save them)

I'd have to disagree. I'm leaning towards the belief that it wasn't Garp, but his son Dragon, instead. Mainly from the few bits of dialogue Ivankov had with Kuma, asking why he didn't recognize him. Of course, this is all speculation as well, and we'll have to wait til Oda shines the light on what really happened.
Also, this isn't a "dumb prediction," but it's still a theory. And it didn't deserve it's own thread, so it was moved appropriately.

Yeah. I think Kuma was part of the Revolution army. It seems logical for Dragon to have some ppl at the marines to inform him.
Probably some1 informed him that Monkey D. Luffy entered the island and that a Bustercall was Used.
Since kuma can teleport hey who knows xD.
