Again that is more situation and the limits still come into play. Consider that he does get close, can he hold onto WB long enough without dying? Can he match WB in close range combat? Judging by both cases, WB is more experienced, stronger and has better control over his devil fruit which makes Croc at a major disadvantage. If Croc is able to grab or touch WB it is unlikely he can grab WB by the neck as he did with Luffy and rather he is just doing a slight touch or at most grab WB's jacket/coat. This of course is if he is doing a one on one. Best situation is if WB has no more allies able to reach him and is injured while Croc is with DoFlo and a few others; which may be a hit or miss as well.
The biggest way for your way to work is if WB is weakened and subdued allowing him no way to move from Croc's grasp and enough time for Croc to use his move completely as it being half down is not always deadly as we have seen with Luffy as drinking water is enough to reverse the effects (realism is null so dont bother with it, go with facts.)
So if Croc gets those, which who is to say it is not entirely impossible (meaning it is for those that do not understand double negatives) then yes Croc would then defeat WB.
