BlackBeard's physical abilities are high as well. Now all ACE has going for him is his Devils Fruit.
After 1 or 2 hits from Blackbeard, he was all but done for.

T-bone was fodder, but he wasn't all that disappointing. At that point, all I remember is wanting the plot to move along so we could get to Enies Lobby. I don't think very many people wanted or expected the chumps on the train to give the strawhats trouble or be important to the plot. That'd be like wasting an extra chapter to bring Absalom back for no particular reason.
Blueno was neither fodder, in any sense of the word, nor disappointing. He was very important to the plot, enabling the Iceberg's assassination, defeating the strawhats the first time, retrieving Robin with the Doa Doa power. Sure he got beat down pretty quick, but he'd already shown his strength. Luffy just surpassed him with extreme measures. Every villain gets beat down eventually; fodder are villains whose only purpose is to fail.
The ultimate fodder were the Alabasta Royal Guard, or whatnot, who drank that poison and just died. They didn't even have enough time to be disappointing. I'd agree with most that the General zombies were the most disappointing fodder, although we didn't even get a chance to see Cap'n John or the gunslinger fight (or lose).

Marco could be anybody's opponent, really. All we've seen of him is that he's one of those calm and collected guys, which would work with Zoro, Sanji, or Robin.
Johz seems like a likely opponent for Franky [or Chopper], yeah.

Foxy's Bounty was relatively low because he wasn't really a bad person; his crew loved him, and he was polite (to a fault). He was just a cheat, is all.

I never really considered any of the Skypiea Priests to be fodder
Ohm went down a little bit easier than I would've liked, but definitely not fodder.
Gedatsu's downfall was more due to his downright goofiness.
Frankly it feels like there are very few fodder characters in One Piece. Even Ace and Absolom don't seem to have had it so bad.
However, I was disappointed that Funkfreed was KOed so easily. It was a cool weapon, but I guess it'd be expected from anything wield by Spandam.

BUT NOOooOO~ The !@#$ animation guys over at toei decided that "Oh, we want to introduce a character that's EVEN MORE POWERFUL than Rob Lucci of Water 7! Seriously, if anything, the filler characters should have been used as fodder to show how much the SH crew had grown, not present a threat that's on the level of Rob Lucci!! If Luffy uses Gear 2nd to beat the crap out of Nightmare Gecko Moria, then we can safely say that Don Acchino is MORE POWERFUL than a shichibukai already. Then Don Acchino should be one of the 7. Then they should just screw up the whole one piece storyline and veer away from the manga.

Personally, I found Kamakiri and Laki/Lucky very dissapointing. I think they both could have done at least something fight wise before getting taken down by Enel.
But really, all of the fighting raiders except Waiper and that guy that fought Zoro were pretty downgraded I believe.
