His powers also had nothing to do with his victory over Bellamy.
I was suggesting that Kuma isn't stronger then Luffy unless he, like Usopp and Luffy before him, has a power that just happens to possess some kind of natural advantage to Luffy.

I'll focus instead on the job description of shichibukai instead. I belive it wassomething along the lines of: In exchange for a small portion of the spoils and for hunting down other pirates the marines look the other way with most of the shichibukais crimes.
DoFlamingo clearly states that he is still a criminal at the meeting and Songoku or whatever says something or other about how sad it is to hear piracy going well.
…why are you acting smart here? First off, course they've commited crimes! But to have their bounties raise further, they have to crime more crimes....common sense really.
Listen, when you're a 300+ million bounty head, just commiting vague crimes like "being in the pirate business" doesn't warrant the attention of marines. Why would bounties raise from the roles of the shichibukai? As far as we know, they just hunt other pirates who are far, far weaker then them. To have their bounties raise from that would be like Luffy getting a bounty for beating Bellamy's crew.
The crimes I'm talking about are things like conquering nations, leveling marine bases, taking down the strongest in the world...things that the marines and world government actually care about once you're a pirate on the world level. Things that (except for say, beating yonkou or something, just so you don't get confused again), if any of the shichibukai did they'd most likely did they'd get their shichibukai possitions taken away, their bounties unfrozen, and probably a bounty raise. The only reason Crocodile didn't get a new bounty was he was captured immediately after being fired.
So, to summarize, my point was the shichibukai have frozen bounties, but most likely don't deserve anything higher then those frozen bounties cause they haven't commited any offenses that the world cares about.
Also, it's true, bounties aren't precise power levels, but they are more or less accurate for the villians of the series. The fact that "Crocodile would have a bounty of 160 million if his bounty wasn't frozen" doesn't really mean anything.
