That said, I do have to apologize for my comments. Reading the translation, I realized Usopp actually did save their asses at the end by distracting the last marines with a decent shot at the GM with his smoke star. THAT, in my opinion, does indeed tip the balance a little towards something useful.
That said, it still seems pretty piss poor for three arcs of buildup, but oh well.
Voodzik, calm down, you're hurting your own cause. First of all, three arcs development? No, one. Jaya was short, and in Skypiea, Sanji was like Ussop's brother in getting zapped by Enel–I personally consider KOing Satori a tainted victory, and pathetic for his standard. In fact, Skypiea was similar to Sanji as Water 7 was to Ussop--Sanji fought a far stronger opponent then him and showed the strength of his character. Besides, in this arc he's redeemed himself several times over.
And in the end, what Ussop's done wasn't so bad. That sniping scene...was actually pretty good--it had substance. It solidified his role as a sniper, with Ussop shooting several marines in the face from an incredible distance with a slingshot while the marines with guns couldn't even reach him.
That sniping scene could potentially be Ussop's first major battle as a full sniper. Like I keep saying, things are looking up for Ussop–with a new shipwright Ussop will have to stick to sniping, which means more fighting for Ussop. Ussop's fought with weakness and helplessness in this arc, and had felt the power of several strong fighters. If he wants to forfil his dream of being a brave warrior, he needs to get stronger.
Plus, one could say that without Ussop, the Going Merry wouldn't have come back, hence the entire crew would be dead without Ussop. In fact, they'd be dead several times over without Ussop, just as the crew would be dead without the efforts of each member. They're a team here everybody, beating a CP9 would be worthless if Ussop didn't deliver the keys and snipe those marines, just as Ussop sniping would be worthless if the other SHs didn't beat the CP9.
If everything didn't happen a certain way, the crew would be screwed. If fact, the "handcuff" scene that Ussop often gets put down about. Say Ussop wasn't there…wouldn't that leave Zoro fighting both Kaku and Jyabura alone? Kaku broke that floor unprovoked after all, and Jyabura would have still been sleeping there. In a way, that stupid act between the two (mostly Ussop, admittedly) may have ultimately save Zoro's life...or not. Who's to say, it's all up to chance--chance that's pre-written.
Oh yeah, and the arc isn't over yet. We still have the Ussop and Luffy "make-up scene." While it may not have fighting, it could possibly have something that redeems Ussop a little.
