I guess AFO just had The Doctor on the lookout for the Shimura bloodline, and finally discovered Shigi and that he had an unprecedented mutation. A position that sure would lead to disaster and make him easy to mold.

But the chapter was fantastic in general.
I like that the difficulty of the battle is being shown through the sheer LENGTH of it.
The finger stuff was fucking brutal. I like how Hori has never been afraid to get a little dark.

The LA might not be a better fit. But they also just have overlap in maybe bringing down flawed heroes in the process of destroying everything.

! Based on Ochako's desire I think the whole license to use quirk at work already exist. And I doubt their are in fascism state where people will report you for using your quirk at home. THe whole quirk limitation is mostly don't use on the street or in a way that would fucked up the system(like Momo making clothes).

! What you said about Uraraka and Shiggy got me thinking. Maybe another reason excessive quirk use is banned is to specifically stop people with OP quirks from having total control. If you had a gold making quirk or a sunbeam quirk that can power unlimited batteries that could change the economy in an instant. That's not necessarily bad but a downside would be people's worth being based on their quirks. But, that's kinda what's happening already with the Hero business.
! I don't know, I'm still suspicious almost every big wig government person we've seen looks "normal". I said it before, but Hori usually draws someone with a mutant quirk in street crowds but when it comes to government meetings, and even the suits judging the students during the exams, its all regular people.
