Except Shiryu is a japanese name, not english. You would expect Oda to get that one right if he really wanted the character to be named that. I mean, he clearly went out of his way to make the name particularly not japanese both in the romanization and the way it is written (since it is in katakana rather than hiragana or kanji like the other "japanese named" characters).
Not arguing about your whole point, just this particular case because it is a pet peeve of mine.
He got it as right as he gets Flanky.
He phonetic-ed it out, and came to a weird result that he doesn't see as a weird result because English isn't his first language and it has different rules and he doesn't see why that's a weird nonsense word for a name.
I see how he got there, but doesn't make him right.
Since One Piece is worldwide known I would kind of expect that the editors would look out for the romanisation. Dont get me wrong, I do not really care about a certain "romanisation" which the one piece wiki considers to be true than rather consistency in the romanisation which is totally off. It is a publishers job to spell check things and to look out for formal consistency.

The editors do their job… for their Japanese audience. And even then they still miss things and get stuff wrong all the time, even when its just like facts in databook. (Birthdays, Sabo is dead, flags, etc.)
Now, if you have an official English translator or speaker sit down and go over it, that's different... but they usually don't go to that step for most products.
Cripes, Berserk used Band of the Hawk in English for 20 years before they revealed it was supposed to be Falcon the entire time.

IT is not about getting it right or wrong but about beeing consistent. At least you could keep track of the terms you re using which viz e.g. is doing as a publisher for their translations (why not shueisha?). When you write a Manga, that is released in multiple languages (even simultaneously) it should be expected that the name of the main character is written in a consistent way respectively the publisher would look out for it and lately that consistency is more off than ever (just look at "Luffy" on the recent wanted poster).

It's really, REALLY not the Japanese manga's job to worry about what the foreign translations do.
You can insist "Pikachu" always be "Pikachu", but you can't hold Sandshrew/Sand/Sandan/Sabelette/모래두지 to the same standard. Nor can you expect an English audience to get the pun that is Goduck's name, so you let it get translated to Psyduck, and you let Nyarth become Meowth. Japanese source has to pick their battles when it comes to what they want to put their foot down on in worldwide markets, but they can't check and be sure on everything, that's just NOT their job… that's the job of the localization team to carry the intent of the creator and make sure it flows smoothly in the language it's going to.
Just recently we got the legendary pirate Rocks, and thats a cool English word in Japanese, but in actual English its kind of awkward and the sentences talking about him were hard to follow. So the Viz translation is going for Rox, for the sake of clarity and making sure the audience gets that it's a person's name. If in a year Oda reveals the english spelling he wants is "Lakks" or "Rakuso", but he still intends for it to be "Rocks" when pronounced in English, then the English translation still got it right, despite Oda providing a weird English spelling for his Japanese audience later.
And then what happens when you have the french translation, or the Spanish, or the Chinese? Trying to keep it literal is what turns Usopp into Liar Bu and Sanji into Sunkist, and its just not the Japanese staff's job to manage that. The translation team has to localize for the local audience. Author spelling is NOT king when it comes to languages that aren't his own. Intent is. And language translation isn't a hard science to begin with, you have to adapt and change stuff so it works, otherwise google translate would convey everything perfectly.
And then there's the weird outlier case of Kuma where Oda keeps making bear jokes, and that is completley lost in translation without translating his name to Bear, but that's an even weirder exception, and is still a proper name and so shouldn't be translated any more than Nami should be translated as Wave... but Kuma is a weird outlier.
Then you get cases like Oars where even the japanese audience had no idea what Oda was trying to convey, from Oz to Ozu to Orz to Ohz, before we got the official Oars, (which none of the translations arrived at naturally) so he actually had to get that into English as soon as possible because he'd made up a nonsense word by accident.

I guess it goes to show how much of a priority romanization is to Oda.
Oda is aware of his internationl readership. For that reason he increased the size of the speach bubbles what was mentioned in an interview. Also, I m not talking solely about the weekly stuff, but a lot of stuff could get "straighted out" in the volume release.

Also, is it hiragana newbies friendly ? I can't read kanjis….If you notice on the front in Luffy's profile box the info is purposefully blurred, so the question marks on the back are likely there to prevent any potential spoilers before the book's release.
I'm seeing some hiragana on it, except for the history section, but it's likely recounting events that have occurred in the manga.

brookI thought the book was initially covering Fishman Island, Punk Hazard, Dressrosa, Zou, and Whole Cake Island. But based on the line-up it seems like they're starting from the beginning. I'm also beginning to worry about the possibility of random packs again, based on the 6 unknown remaining cards of the starter pack that could possibly be random and the fact that the 32 cards that come with binder are not themselves cards #1 through #32 (what with Luffy taking up #1 twice with his pre and post-timeskip appearance and that Boodle and Chouchou are #52 and #51 respectively).

I was a bit put off by the cover at first, but I've really come to love it. Just seeing all this characters side by side standing together really gives it the feel of a "One Piece encyclopedia", kinda reminds me of those encyclopedias that used different sized creatures on their covers.

Yeah, there would be no better opportunity to present every member of the Charlotte family than through this, since I imagine that Oda didn't show all of them due to not have enough relevance to the story. I'm sure the details are interesting enough to justify being in a databook though.

Sorry, the new format of the book has got me kind of worried and I do remember Greg saying random packs wouldn't be a good idea (which was quoted from me so I guess I really shouldn't be worrying). The Worst Generation set will be interesting, considering at least five members (Kid, Apoo, Drake, Bonney, and Urouge) have not had the names of their devil fruit powers revealed, so far Oda has given names to their powers when they have reappeared in Part II usually when they run into the Straw Hats. Also where did the booster set names come from? Because the OP wiki is listing set 4 as "Masters of the New World".

Based on the booster packs it'll take a bit till they get to part two (unless they include a character's post timeskip appearance). When they get to Impel Down I hope they'll have a card for Minochihuahua (the cutest of the five Jailer Beasts imo).

The Charlotte Family will likely get their own booster set due to the seer size of their family and crew alone. I kind of expect the same for the Marines or World Government when they get to them.

I thought at first they were listing for the expansion packs, but with the newer images it's just a list of characters for the various arcs. I noticed though in the section for the Marineford arc that there is a listing for what appears to be "Giant Marine Soldier" and "Giant Female Marine Soldier", so I have to wonder if they are finally going to name some more members of the Giant Squad.
