I've taken it as his name, simply because we haven't seen anything to indicate him being given the title outside of our real world expectations with "sir". The fact that Oda has called him "Sir Crocodile" more than once without indicating him being given a title would lead me to believe it's simply his family name.

I don't see why they can't be official. The world knows about the Shichibukai, some of which have been exposed for the terrible scoundrels they are. Kano is going to the Reverie, so it makes sense that the government can claim that they have this powerful country under their umbrella.

We've seen random 'maps' of certain areas but not of all of New World with islands marked. So while we've seen a map of Whole Cake and other Tot islands around it, and we've seen a map of Dressrosa & Green Bit, BUT we have not seen a map that's has both Whole Cake, Dressrosa, ect. on it. We have not see location of Wano at all so we don't know if its east, west, ect..

So Vivi would get arrested if her temporal membership in SHP was exposed, but Kano can just officially assign notorious criminals as army leaders? Kinda weird. Though, FI having official deals with Yonkou and their flags is weird too.

They're an official navy whose occupation is to pillage and fight the Marines, at least back in Garp's prime. They're a pirate armada, who works as an official navy of a country. It wasn't that uncommon back in the great pirate age of our world as well. The Portuguese had lots of pirates in the Indian Ocean and Chinese Seas, who were actually officials of the royal government back in Portugal at the same time. We have a famous book about those events here too, "Peregrinação", or "Pilgrimage", by Fernão Mendes Pinto. One of the first books about the Far East published in Europe in that era, following the precedent of Marco Polo, for example. The classification of pirates or navy is in the eyes of the beholder. Kinda like Doffy said back in his nice speech in Marineford about Justice and Evil. The Happou Navy isn't going around protecting people and policing the seas, they're going around pillaging and fighting. In the name of Kano, of course. Pirates in occupation, Navy in name only.

I can't see an official country of the WG having pirates(which they chased after) as official navy. So either they left the pirate way and are legit. Or they are not actually the navy of their country and would not be allowed at Reverie and the reasons they were mentioned was only because they had crucial information to pass on.

If that was the case they might as well make him an official shichibukai especially since most of the ones they had been unreliable to say the list. But they went with Law and Buggy. It's not like shichibukai is a secret program or that they aren't allow to perform certain job.
Also during the tournament some participant mentioned taking Chinjao head to have it easy. So it seems his bounty is active.

Since he quit piracy and had no family treasure anymore I suppose Sai simply decided to give the family name a new purpose. But recent admission to WG is also a possibility. I would expect the reverie to be for long standing WG kingdom but I don't that's something that was ever mentioned.

You are talking about the navy or the country? The treasure was personal to Chinjao & his clan/family. And they seem to have simply become part of the country rather than the world government itself.

I recently saw a clip from the East Blue Special on YouTube and it made me realize that the way Luffy is drawn has changed a fair bit since the start of the manga. However, looking at pictures of the two Luffys side by side, I can't quite describe that difference to myself, other than him seeming shorting than the likes of Zoro or Sanji. Could someone who is better with words than me please describe how Luffy's design has changed?

I really doubt that Wano is the only island with cherry trees. When trees are unique to one island or specific archipelago, they are very unique in design and to not look like trees of the real world. Remember just how different those unique trees are=
-Tree of Knowledge (Ohara) -hollow and hold s massive books,
-Tree of Light (Fishman Island)- the roots brings light down from surface (remember the surface is on to of the Red Line!) down to FI,
-Adam Tree - wood is super strong, able to survive cannonballs, the tree has survived wars while remaining land decimated.
-those trees of Shaobody- produce resin that allows ships to go underwater,
-the really long trees of Long Ring Long Land, ect.

Thanks for reminding me of Oden's connection to both Roger & Whitebeard. I had forgotten that. I knew it was highly likely that Roger & Whitebeard were in Paradise and visited Wano, but forgot the connection to Oden.
We don't see Hilulik at a site with cherry blossoms but we hear about it.
Kureha talks with him and its said he seriously ill during his travels but when he saw the cherry blossoms on one island, he recovered. Its what drove him after that. Its what made him design a flag that has cherry blossoms on it. What finally lead to a powder that when shot into the sky had 'pink clumps of snow fall' imitating cherry blossoms on Drum island. Kureha shot it after Wapol was defeated and Strawhats were leaving which lead to the renaming the Drum Kingdom to the now Sakura Kingdom.
With how Oda loves foreshadowing, it really is possible that Hilulik did visit Wano… but he wasn't a fighter so I really don't see him going into Paradise side of the Grand Line and visiting Wano.

It might sound ordinary for us but Japanese make a big deal of those trees. With the theme of the island being Japan as well, it could very well be a tree that you find only there.
Seriously I learnt how to say "let's go watch the cherry blossom" in my first Japanese lesson. It's a national treasure for them.
