FUNimation 16 characters.

Ugh, there's another line of dialogue missing from the dub. When Law's submarine surfaces, and he steps out on deck, the line where he says "Put Straw Hat on my ship!" is missing from the dub. It's clearly supposed to be there, because right after, Buggy answers him, "Huh? I don't take orders from you!"
Of course, the original dialogue from Buggy is about how strange it is to call someone "Straw Hat-ya", but whatever.
Also in that same scene, there's an off-screen line of dialogue which I believe is supposed to be spoken by Bepo, but in the dub it's just a random crewmember.

Episode 482 commentary features Joel McDonald, Colleen Clinkenbeard, and a Production Assistant named Catherine, who is their resident One Piece "encyclopedia". Apparently, she's a huge One Piece otaku, and is completely caught up on the anime and manga. When anyone on the staff has a question about One Piece, they go to her. Questions such as, "Hey, this character disappeared recently. Does he come bacK?"

Episode 486 commentary features Joel McDonald, Matt Thurston (Shiryu, Jozu), and Cole Brown (Blackbeard). Joel McDonald says something along the lines of, "I got to direct One Piece for a while, and this was one of those episodes." Perhaps this means someone else will be directing in the near future....
Interesting, they say Matt Thurston is pitched down as both Jozu and Shiryu.
Joel says that after a large batch of One Piece is recorded, even if Mike McFarland wasn't directing, Mike will watch all the episodes to make sure names are pronounced correctly, and that all the trademark laughs are correct. That's either an outright lie, or he started doing so after the last 30 or so episodes had been recorded. Because even in this set, some laughs are off or missing, and they're still pronouncing Sakazuki wrong.

Two or three dub lines might annoy some folks here, as they differ quite a bit from the Japanese translation. I'll put it in spoiler tags in case you want to watch the dub fresh without any prior bias.
! When Shanks first arrives on the scene and picks up the straw hat off the ground, in Japanese he simply says, "I'm here…to end this war." In the dub, Shanks has an extra line. "It's been a long time, old friend. ...Let's end this war." In the dub, Shanks directly addresses his old hat, while in Japanese, he simply silently picks it up off the ground and announces he'll end the war. The dub makes it sound like he's taking his hat back, and that they'll end the war together.
! In the next episode, Shanks asks Sengoku to allow the pirates to handle the burial of Ace and Whitebeard. In Japanese, Sengoku responds, "Only because it's you, I allow it, Red Hair!" In the dub, he responds, "I'll allow it, Shanks. Just this once." Not a major change, but the intent feels very different. In Japanese, Sengoku is allowing this only because it's Shanks requesting it. Does Sengoku respect Shanks in some way? In the dub, it sounds like Sengoku is simply feeling generous today, and it cheapens the interaction a bit I feel.
! The biggest change of all comes at the end of the same episode. In Japanese, Sengoku declares, "This war is ….over!!!" In English, he declares, "This war is over! ....The Navy...has won!!"
! That's a BOLD change right there. I don't believe for a second that Sengoku feels any sort of victory in his heart. Sure, Ace and Whitebeard died, but Navy Headquarters was destroyed, countless soldiers lost their lives, and the atrocities committed to contain and systematically wipe out the pirates was ultimately broadcast to the world against the Navy's wishes. Sengoku spends the next two episodes reflecting heavily on the toll that this battle has taken, and how strongly he feels that he needs to accept responsibility for everything. For the dub to add such a statement that was never made in Japanese is a big change, IMO.
So overall, how I feel about S8V3? Despite my usual nitpicky complaints over OCD-level consistency (such as Hancock's indecisiveness over how to pronounce Salome), the acting and casting continues to be spectacular. There wasn't a weak episode on this set. Everything from Ace's last words, to Whitebeard's and Blackbeard's battle, to Coby losing his mind and standing before Akainu, everything was carried with the appropriate emotion. Especially as the set went on, it felt like the script and acting was more on point than the last.
The Supernovas all make brief appearances towards the end of the set, and it's good to hear all of them again. Brownbeard gets a few lines of dialogue, and he sounds just fine. The girls of Amazon Lily all return. Brandnew is still voiced by John Swasey, but sounds a little different from past appearances. The Heart Pirates make their anticipated return. Ben Bryant plays Shachi, and Seth Magill plays Penguin. Cris George's Bepo might be my favorite voice in the entire dub.
So, we have the good and the bad. Great casting and acting. Poor engineering (missing dub lines!?!) and consistency. Oh yeah, that missing Law line? Just like with the missing Mihawk line from before, it's missing from the end of the main episode, but makes it into the recap of the following episode.
