That oda hasnt had luffy actually beat up any woman ever, send blasting off semi-comically sure, this isnt that luffy doesnt want to beat up women fighters that annoy him, but rather oda doesnt want any of the younger boys reading the manga to think beating up women is ok, he's a traditionalist FTMP IRT gender roles. Heroes dont beat the crap out of women and he luffy's really kicked asses lately in fights.
Luffy has had no problem fighting women. Alvida was the first villain for cripes sake! He's also fought Vivi, all the women on Amazon Lilly (including two in an arena fight that was definite combat) and Monet. ANd Usopp has had multiple female opponents. Rebecca, for all that this forum hates her, had a bunch of fights. Viola fought Doflamingo and lost badly. And all of Robin's opponents have been male.
Oda tends to give the female enemies to the female crew members, sure, and he keeps Nami and RObin out of the fighting usually, and he absolutely has a problem with useless princesses, but aside from Sanji, he's not averse to having a girl beat up if they deserve it.

People point out at Perona for being unique, and the only thing different on her face is her eyes. I would argue having a third eye is even more unique than just having the eyes drawn differently.
Eyes, lips, haircut, hair color, fashion sense. She did look different from the other Strawhat girls and wasn't entirely generic. (Oda doesn't do the lipstick look too often) Still not crazy different in build or face structure, but at least different.
Still not stand out enough to be part of the crew, compared to transforming reindeer, ace venture cyborg, afro skeleton, and oni fishman, and she never had the personality for it, but when you're looking at a sea of Nami faces, she at least looked a bit different.
Meanwhile, Pudding covers up her third eye and suddenly she looks exactly like Nami. If we as an audience didn't already know about that eye, she'd just look like Nami.
