Nekomamushi is huge, likes naps and lasagna and had a song created by Brook about him and lost a limb to to Jack and refused to stay still and let his bandages set and has a fued with the other leader of the island. (Oh look, that's a whole bunch of things, I guess he's the next crewmate.)
Its the sort of quirk Oda gives to nearly every side character to make them stand out.
Kinemon is a proud warrior that looks like an old japanese painting that has a 2 sword technique that creates fire, can make random costumes from nothing, can talk through his farts, was asked by Luffy to join the crew, and was first introduced in jumbled pieces.
Momo turns into a dragon, is a pervert, but has a lot of samurai honor and has the will of a samurai, is crucial to the plot and can hear the voice of all things.
Raizo has a giant head, a really unusual freaky haircut, is disappointing to others and can do ninja stuff.
ALL of those things were givens about those characters within a chapter or two of them first appearing (outside of Momo's overall plot importance.) Usually within two or three pages. Not "Well give them ten chapters and see what happens." They were stand out, memorable and interesting instantly. Most of it within a page or two.
And they're still four members of a group who clearly aren't all going to join. But they're legit, heavily thought out secondary characters that are all very distinct with different personalities and abilities that did something memorable immediately. Not ten chapters later, not after half a year, but immediately..
The most interesting thing Pedro has done was to be mentioned and then not actually appear for ten chapters. Hell, Oda probably put as much thought into Kanjuro's awful cat drawing that struggled to get them all to the top of Zou and then died with a tearful farewell as he did for Pedro. It got more drama and self sacrifice in 3 pages than Pedro has in 20 chapters.

You're making up fanfic again. Yes its possible Oda has seen and been influenced by a show. But he's never mentioned it and there's no reason to assume it was any sort of influence, so its just you taking a wild completely random theory and applying it based on nothing except completely blind hope. So no.

There's a difference between "time to grow and show off more" and "ready to go crewmate material out the gate." The list has been given dozens of times. "Cat guy" doesn't measure up to the the craziness of the rest of the cast.
He's not even the only cat guy in the current group! The other one wears shades, has a speech quirk, knows haki, has an ongoing gag with Luffy messing up his name, has been betrayed by his family, double owes Luffy a debt, wears a suit, is guiding them into the next arc, has a mysteriously foreshadowed darkness, and turns into a turtle!
Hell, freaking Lucchi wore a cool hat, had a goatee, multiple forms, a navy scar on his back, could repair ships, and had a pidgeon talking on his shoulder.
