Not that you actually have those supposed rules nor are you any better from other blind fanboys. The fact that the internal rules allow for such thing doesn't mean it's good. If that was the case, everyone would be decrying Bleach as a timeless masterpiece.
You don't have any arguments to counter, what did you expect? That I will conjure a reasoning for you out of thin air just to counter it?
Your argument reads as such: Because Oda decided to include a lack of consistency consistently, that makes it a-okay. Or to translate to more comprehensible form: It was always bad and it's designed to be bad, therefore you can't complain about it!

Bleach, for example, always had shoody characterisation, lack of internal consistency of powers, bland characters, lack of backgrounds etc, etc. That does not make it any less viable to critise it as being bad on those ground, for crying out loud!
What if the work is consistently racist? Or misogonistic? Or jingoistic? With the intention to not portray such stuff, for example, but to deliberatly spread hate. Would you argue then that it is okay to portray racism in positive light just because it's a rule that a work of art follows?
Your argument is inherently flawed, because it serves to defend everything ever done from critisism, regardless of how horrible the work actually is. But I give you that: It works very well when you apply it to the things you like and would like to defend from others by any means necessary.
Okay so I will try to explain it differently - you surely hang out with some people and with some you dont because they dont fit what you need so to say to keep contact with them.
If you keep contact with person you dont point fault at everybody expecting them to stay as your companion as very few people appreciate it and most likely non of them would change at all because you dont like this or that about them. Its pretty much same with manga like One Piece, you read it for its character accepting it with its faults and not getting to worked up on its faults that it surely has like any other manga.
It exists because Oda creates his story, it doesnt exist because its meant to hit all good spots for everybody and its pretty much a fact that its best selling and one of most prised mangas for a reason.
So I mean that your criticism has pretty much same "core" - I dont know how to explain it better - that you keep criticizing One Piece for being true to itself. It never was manga about in depth character developments, with very accurate calculated fights with mind games and a lot of thoughts behind every attack. Its flashy adventure with very big pretty complex still growing world that lacks at some character development here and there, isnt just for every character as we would always wish for etc.
I dont mean that you should not criticize it at all but when I think "One Piece criticizing" I get your avatar in my mind, no other member rants as much about One Piece as you do. So I thought that maybe by pointing some things out I might make you get a wider view on things so I would not get to see you so unhappy for most of times that I see your posts..
As for Bleach arguments - its so bad right now that I do think that Kubo is really having fun with it. Fans that loved SS arc and some of moments after it already gave up hope on it. I even liked a fair bit Fullbringer arc and had great hopes for Bleach when Quincy invaded SS but all pretty much gotten hella mixed up, confusing and TRULLY inconsistent even to "Bleach core" that some of chapters of this arc that is ongoing make me feel sick.
Naruto also lost its "substance in last arc as well" so I hope that you acknowledge that if One Piece would not have faults you point at it would change into something else? Getting rid of some problems it has and changing its substance so to say. Then with acknowledging that there is close to no point in having really big problems with any of its faults, at least for me.
