Most likely, they were listening in on his entire conversation, plus if Killua concluded that Illumi wanted to put them under his control, Silva probably figured it as well.
Illumi doesn't wish to "harm" Killua, so Silva probably just lets his actions slide.

First the all hunter exam thing was brought to the surface because of Illumi killing people. The 4th article and 3rd article do not allow the organisation to deal with people like him unless he commits those crimes.
Basically, any asshole could join the organisation and the organisation could only act against the asshole in extreme situations.
Teradin and Bushidora wanted the change, it was their campaign flag.The Ging mentioned Pariston intended to "play" with the chimera in the day of the hunter exam.
Why? No idea.Then Pariston decided to bring the hunter exam to the table in the final election, not because he wanted it to be changed there, but as a way to buy time for Gon to come in and give him the win.
Then Pariston asks/demands that Cheadle change the hunter exam and articles…
So basically... he wants to have fun?
And the Chimera are his weapon?
Like... things are too boring right now, and he wants to use the Chimera to spice them up?
But he will only use them if Cheadle makes a boring organisation?I guess it goes along with what Undead said.

This Hunter exam deal is confusing.
From what I understand.
- Cheadle needs some outside expertise for the DC, but it could cause problems if she just brought them on as a 3rd party, so she basically wants to make an easy hunter exam so they can pass and become hunters.
Was it hinted what kind of experts these are? Are these the bureaucrats like glasses-san? (Who else is there if not them?)

It's possibly a bunch of medical personnel, or those responsible for provisions and whatnot. Basically the kind of people you'll need on an expedition to the unknown. Which doesn't mean strong fighters only. It could also be a number of scholars, using their knowledge to support the whole thing.

The manga won't be any further by then, that's almost no buffer whatsoever, and with Togashi's track record trying to do filler would be insane.

10 weeks of manga is only 5 weeks of anime. And it takes them a couple months to produce those episodes. Actual production on the election arc is probably pretty much done now.
The only sensible thing would be to call it a stopping point and put the anime on break. They aren't going to keep the anime going with only 2-3 weeks of leeway AND a chance of hiatus popping up every 10 chapters. Thats just insane.
The only way they animate past the election arc is if they know something about the remaining length of the manga that we don't. (IE, Togashi plans to end it all within 10 or 20 chapters)

If it's ending, and the anime is privy to such secret information, the anime will adapt what's coming out now because there's only a little bit left.
If it's NOT ending, then the anime will stop after the chairman arc rather than deal with filler and potential hiatuses, because its too close behind the manga right now.
Either the manga is ending or the anime is. Given when Togashi resumed, we don't get to have both at this juncture.

I never, ever, EVER said "the series was over". (unless it was a joke, in which case… learn to understand humor.) The last chapter was clearly there to keep it going.
But, for all intents and purpsoes, it was over. It reached a natural stopping point, (aside from the baiting final chapter) and then didn't move for two years. And it's not likely to get too far into anything this time around either.
You always insist its going to keep running at high quality. It won't. In ten or twenty chapters, thirty if we're lucky, it'll go into break mode again, and we'll continue to not have any of the lingering plotlines moved much at all for another two years, AND possibly be stopped at a cliffhanger instead of a more natural stopping point.

Which NONE of its peers do! It's unprofessional compared to every other title in that magazine. If he wants that schedule, either have an official hiatus period with a pre-announced return, or move to a monthly magazine.
But the syndication length and break periods being completely random is the unprofessional dumb part. Just make the breaks consistent and predictable in length, and that'll ease the problems.

He HAS ended his series abruptly and badly for no real reason before. There is zero reason at this point to believe he won't do so again if he feels like it.

Not entirely true anymore. I only have them till somewhere in the middle of the ant saga. Volume 27 maybe? I stopped getting the english releases after some hiatus or another and it took a a year between 25 and 26, and then a year between that and the next, and then a year and a half for the next volume to come out. Mostly because I had trouble remembering what volume I left off on and already bought one of the volumes twice.

While consistency is the issue, it's the issue with HXH and Togashi in general. Consistency in his art, in his schedule and in his commitment. You've shrugged these arguments off a thousand times before, but you should know that these are actual precedented issues. Two in twenty might not seem bad to you, but from our perspective, that's a reasonable chance that Togashi will stop giving a shit. For us fans who love the series, it's really hard knowing that any week, we'll get thrown a bunch of squiggles, or Togashi will disappear from the face of the earth with no sign that he will come back or that he'll just nuke the manga altogether, a la Yu Yu Hakusho. It's because we love the series that we find this so frustrating. We don't want Togashi to just end things, but at this point we're prepared for the worst. Some of us would rather see the series dead instead of in this tortured state of uncertain quality. The anime helps alleviate some of the art issues, but it's a small bandaid on a laceration. It doesn't prevent our enthusiasm from bleeding out and lately, we've all been getting dizzy on blood loss.
Even if you don't feel this way, understand that this is a source of endless frustration to the rest of us. At least recognize that these things are not a small issue. If my words don't convince you, the backlash we fans fire at Togashi should be evidence of a problem.

1)why the hell would anyone want an anime at One Piece's horrible quality and pace? Better no anime at all for a while than the product degraded that much.
2)No professional studio would take that gamble.
Unless they downright have a contract guaranteeing Togashi doesn't break for more than a week at a time, but that seems… unlikely.

I wouldn't, but honestly the recent episodes of HxH haven't been that different with their chapter and a half approach to adapting. The Chimera Ant arc should've been finished already if it was paced more properly. But instead they drag it out…which makes me believe that the anime producers are hoping Togashi tightens up and finishes the series somehow or another.
I do admit that Ging meeting Gon would be a great end to the series, but they'd have to axe all the monologue on the Dark Continent i think unless they want their fans hungry for years to come.

I don't really think they're dragging it out, but it's more I guess that they want to build up to the climax of the arc. They could rush it so that Gon vs. Pitou would be closely followed up (and pretty much is anyway in the grand scheme of things), but allowing some breathing room will end up positioning the ending better (in theory). This is different from a continuous flow of action that served the first part of the chimera ant arc, so they need to play with it differently.
Remember that although Hunter x Hunter is fairly popular in Japan that One Piece gets by with crap animation because no matter what gets output, people will still watch it. With a much different timeslot geared to a much smaller crowd, that just won't cut it for Hunter x Hunter.

Some parts of the ant arc anime were dragged-out, but nothing too drastic. Has to do more with team rotation, pacing and distribution of key scenes and maybe target end date for the anime.
No way the anime will continue to DC arc. Even if Togashi publishes a year's worth of chapters straight (yeah right) the anime will eventually catch-up without the arc ending. 339 is the natural stopping point.
