I don't know how high your expectations are, but whatever.Moving on.
Trust me, my expectations are as low as can be for the One Piece anime. If you think 640's gonna be good then cool, I just don't. Simple as that.

I don't understand why people are saying that episode looks bad. The art looks like it ranges from decent to good, and we're only seeing ~25 seconds of animation out of ~20 minutes total.
EDIT: Also, just a small question, when was the last time Ishizuka was an episode's animation director? I feel like for most of punk hazard he just kept to key animation (not like I'm complaining though )

nitpick but they mostly have been sticking with mostly what happens in the manga albeit a little filler here and there but a little filler never hurt anybody there are some
scenes I am looking forward to in the anime like that scene where Fujitora brings down the meteor and my god Bartolomeo's fanboy reactions to Luffy -
You will certainly found this really weird, but I am glad that lately they added reflect in the hair of several characters. I want more of them! They were everywhere back in water 7, it was really a good art choice.

It was the episode at the very end of Fishman Island that reintroduced Smoker, I believe. I hope he animated the part in Dressrosa where

I second this, I'm hoping Otsuka is drawing the storyboard for that chapter, Ishizuka performs better under Otsuka's direction.
I really like how Otsuka is being utilized for the important episodes. I wonder if we will see another Otsuka episode sooner this time, since he didn't storyboard #639.
Edit: Shingaki accidently confirmed he is working on next week, thinking his episode was this week. XD

641 looks like the episode to look out for. With Aya's involvement and a new Episode and Animation Director it's kind of the dark horse in the lineup. I'm kinda disappointed in having Ueda doing Ch. 713 specially since it has the initial Fujitora material.
I wonder if the new staff has to do with Toriko ending but I doubt it.

There's not much information on Narasaki on ANN, so she seems to be a recent addition to the industry. She's done a little key animation for Saint Seiya Omega, Toriko, Smile Precure, that Buddha movie, and some in-betweening on Movie 10.
Meh, two Ueda-directed episodes so close together.

2 Ueda eps in one month is a really bad sign.
Anyway, Looking forward to #641, staff looks interesting. Series Director of Tanken Driland at the helm and one of the active One Piece KA's being promoted to AD. Also, not to forget Aya doing the storyboard.
But judging by the titles it seems that #640 might cover just half a chapter.

A weak or outright bad episode in the worst case scenario. Like, Ueda's responsible for directing 469, which I hold to be the worst episode of One Piece to air in recent years. If the episode turns out poorly it'll especially stick out because there hasn't yet been an outright bad Dressrosa ep.

I'm just not sure what a bad director can lead to in an animated work. I know what they can do in a live action work but what can they screw up in a anime? Especially since they have kind of a storyboard and script laid out for them thanks to the manga. Stuff like bad voice actor direction?

Ueda usually does his own storyboards, although for Episode #640 Uemura Yutaka will provide the storyboard. Even so, Ueda dictates the storyboard. After the storyboard is finished he meets with the key animators and discusses how they want each cut to look and move. It is his job to decide how money is spent on the episode, too. Other directors, like Ootsuka Takashi, are much better at all of those responsibilities.
If I was Ueda I'd spend more time trying to avoid using multiple drawings per cut during dialogue scenes. Close-ups of eyes or cutaways to objects in a room would instantly make his episodes more interesting.

How come One Piece has few Sakuga AD's and animators while it has a good portion of bad AD's? Some of the AD's are below average. I see that nowadays series like Naruto has Sakuga episodes all time and the episodes that don't have sakuga are at least decent. How comes One Piece gets the short end of the stick? I do admit that it's still better than the way they handled the Toriko anime.

Toei Animation produces many episodes of many weekly series a year. They also produce many movies, specials, commercials, and video game cut scenes. There is also the Production Committee to consider. One Piece is produced Fuji Televi and Toei Animation alone, so that's less money to spend. One Piece is also over six hundred episodes, so it isn't like a significant will ever want to pay for it on home video. The main idea behind the One Piece cartoon is to keep the brand of the comic in the public eye. If the comic and other cheap merchandise are selling well then the cartoon is doing its part.
Studio Pierrot produces less content per year than Toei Animation, but TV Tokyo has a better history of appreciating their animation. In recent years Fuji Televi has marginalized animation and moved it to mornings. One Piece used to air in prime time on Wednesday and Sunday, after all. Naruto Shippuuden airs at 7:30PM Thursdays, right after Pokemon. Pierrot also goes back and makes changes for the home video version of their works like many late-night cartoons do. Pierrot appreciates their own work more actively than Toei Animation does. Even though Naruto is a long-running series to I think Pierrot's history is still rooted enough in its time as an artistic studio for it to want to produce something professional. Toei Animation has had forty years to become less art-driven and more merchandise-driven.
At the end of the day: the One Piece TV series is trash to Toei. The last time they took a TV series seriously was Kyousougiga, which was only ten episodes and aired late at night.

Out of all the animation directors Shingaki Shigefumi is the one I least like, I dread every episode his behind that contains Nami, in punk hazard only his episode contained fan services and nami bra would magically shrink with her boobs getting bigger.
Give me more deguchi over this man I can at least wait for the episode with peace of mind with him.
I would still say even after 616 Otsuka is the weakest director on one piece, his just doesn't know how to use music & timing as well as any of the others, there all good directors in my opinion but all have manage to wow me at some point thanks to excellent use of music and direction in a particular scene, otsuka has yet to do it.
Now Komaki Aya ahhh I love Komaki Aya :)
641 is the one am looking to forward to the most, a new animation director & director makes it super interesting along with Komaki Aya storyboarding.

Ueda is probably sleeping at the studio or the episodes he is involved in will have Assistant Episode Directors to help pick up the slack. Shingaki and Shimanuki are veterans with enough experience to direct episodes themselves so he is probably leaving a lot of the decisions up to them. Also, he's only storyboarding one of these two episodes himself so he was probably able to save himself a few weeks of work by supervising Uemura's storyboard while drawing his own at the same time. Both episodes are unlikely to share key animators so all he has to do is meet with the key animators, approve their layouts, and leave a lot of the key animation approval to his animation supervisors.
Anyhoo, Shingaki probably draws Nami with big boobs because its the one joy left for him in his job. He probably doesn't sleep much or have time for a family. If you're going to send a soldier to defend a wall five inches from the enemy, by God, let them an draw himself some big boobies.

I've been researching One Piece animation for almost 7 years now, so mostly based on experience, there are other instances where I ask some animators about their works. Not to brag, but I'm proud to say that I've brought many animators to the spotlight, like Shuichi Ito, Yoichi Mitsui, Kenji Kuroyanagi, Yukihiro Urata, Satoshi Horisawa, Naohiro Shintani, and some more. Even I was surprised that the average Japanese audience on 2ch are wondering how I come up with these names in my videos, most of them are familiar with Onishi, Tate, Shida, Tomita, etc. but never heard of the rest.
Check out my One Piece videos, they have all the info you need about most of the talented animators working on the show, and I recommend you try to get Genga for these scenes, because I feel that you are wasting your money on the normal genga.

For the genga, It is very hard to buy them on the web with a good price. All around the world, lot of people like One Piece, so now when there are some genga, you will be sure the price will be hight.

Yes, Indeed.
No, he haven't worked on One Piece for a couple of years now, save for the movies. He is the character designer for the new Toei show Majin Bone, and I expect him to be busy with it for a while now.
