For anyone complaining that Fujitora is being "inconsistently" portrayed, go back to Aokiji's introduction and tell me how "consistent" he is with his actions and words.

Jora wasn't knocked unconscious and we've seen villains of an arc still have roles in their respective arc after they've been beaten. Perona is one example. Buffalo was knocked on to the plateau most likely. Its just speculation, dont get your panties in a bunch.

The problem is that Jora and Buffalo are too injured to properly fight again. Same for Usopp.
Aokiji was super righteous and always thought about justice and wouldn't do anything moronic anOOOOPS, gave the power to summon a Buster Call to the most idiot officer in the entire planet.
Oda does this from time to time. His marine Admirals, even the most competent ones, are basically wild cards.
Still, I don't think Fuji has been written inconsistently at all, quite the opposite. That people don't like how he's written, that's good and all, but, if anything, he's so far been quite true to what he's said.
And agaaaaain, there's something else we don't know. Bastille literally said "The fuck, we're not after Doffy???", basically voicing all of you guys complaints, thus we know the marines are itchy to fuck him up, but there's something in the way.
I think, in the end, Fuji will say "fuck this shit" and go bust his ass, but we'll see. . .

Even better example. Franky got wrecked, in the same manner as Buffalo, look where he is now, not found.
Usopp getting the most stars was funny to me because since the alliance starting he's the one who's been trying to not be noticed by Doffy the most. I don't like the fact that Fuji and Doffy are just ignoring each other but I'm more excited about the Luffy Law Zoro team. Sabo will probably join them, Robin's Group will probably join with Viola and King Ruku

You also need to factor people like Burgess and Fujitora + Bastille who are also going after some of the stars.
There's also the fact that half of the stars are too strong for the regular officers. Luffy, Sabo, Zoro, Kyros and Law are all way above the level of the regular officers. Some (Luffy, Sabo, maybe Law) are even stronger than the elite officers.

Now, that I read this chapter in English , I think that while Luffy is still wearing the pants in his alliance, it looks like Law has realized that when Luffy wants to do something like helping countries and people He will do so and it would be pointless to convince him other wise. I liked the funny bits between Barto and Sabo, Law and Luffy. I wonder if Usopp will get a proper marine issued bounty after this wraps up and a marine issued epithet too. You guys are just looking at the surface. Oda's style of writing isn't just to have a character suddenly change like this. He's subtle, and usually leaves hints around. Let's see what we can find here, alright?

Specifically, the panel with the zoom on Fuji's face. Why the zoom, exactly? Why such a big panel? And why is Fuji the only one who gets a close up like that? Besides all that, he's sort of emotionless, isn't he? Sure, his brow is knitted, but besides that, there's not much in the way of facial expression. He's being forced to attack his own men here, but he's hardly having a reaction to it! No "I apologize!" or "forgive me!" or anything. Not like him.
We don't really know the full extent of Doflamingo's ability to control someone, do we? What if he can take control of vocal chords and mouth movements? Unlikely, but the possibility is still there. What we do know is that Fujitora doesn't want a panic to happen. There's the possibility that he's being controlled, but fighting back as best he can (hence why he's not going full power on them, but just using a little gravity), and he doesn't want his men to know, so he doesn't cause a panic among his men. Again, unlikely, but shrug.
What I'm saying here is we don't fully know Fujitora's intentions, so its kinda unfair to just jump to conclusions. Oda's style of writing isn't to just suddenly have an ooc moment like this for no reason. Something else is going on here.

Trust me, i love his whole idea about eliminating Shichibukai system, i swear i am dying to see that happen. As far as things go right now in Dressrosa, i wont call him a promising one, nothing but empty talks. You maybe right about him having other plans, i'm gonna sit and wait if he pulls something impressive enough.

Since I read this early in the morning uk time.. I was wondering .. Why in the world dofla doesn't just control those he has placed bounties on Durrhh . He did it to king riku before and he just put him on 3 stars, meaning he should be able to the 'parasite' moves he is wasting on civilians on some 3 star targets and all of the lower starred targets.

Fujitora knows more than we do at this point. If he's going after Luffy, it's because he feels that their current plan to take down Dofla will lead to something worse.
Besides, we don't know what he himself plans to do, only what orders he gave to his subordinates. It's entirely possible he plans to have the other marines catch Luffy & co while he sneaks over to Doflamingo to deal with him. If he can defuse both sides of the conflict at once, the loss of life will be minimal. That, and it might prevent Kaido from getting involved.

Like many, I also don't get Fujitora's decision. I don't get why Donflamingo has this much immunity? Yeah he's a noble but he has had a bounty on him once. Connections with CP0? (Wonder when they'll play a part in this). Or Fujitora may just be a disappointment for an admiral. It could be that the post-reverie "shift" Fujitora was talking about hints to him predicting that Donflamingo isn't going to last in power much longer (wants to remove Shichibukai). On that basis right now he'd want to capture Luffy, Law, Sabo etc first, as they are always on the move so much harder to catch. Let's not forget the the attention Luffy got during the war. Luffy being a D. is a threat to the WG, his haoshoku haki must have scared the shit out of them. They know Luffy has the potential to become a major enemy to their "justice", so getting Luffy right now as he's trapped may be the smarter move for the WG at this point in time.
But I still think Fujitora needs to have a word with himself and sort this shit out.
Fujitora not going after Doflamingo seems like another one of the weird plot points in this arc that are pretty cringeworthy, at this point they've accumulated to a point where I stopped counting a while back. Did he not go after celestial dragons a while back in the flashback?
The birdcage blocks physical and radiowave movement. Question is, would it stop teleportation inside one of LAWS rooms.

With that though you'd also have to factor in people who are going to defend the 12 stars. People like the giant, Don Chinjao and family, Cavendish, and probably several others will side with Luffy. I can see Sabo actually fighting Burgess again and leaving the Dofla family members to Luffy's crew/Bartolomeo. We still have no clue how any of Diamante's subordinates fight. They could all be stronger than Kyros individually, we have no clue as of yet. We'll see what happens soon. Fights are either going to start soon or will be held off after a few more flashbacks, which are probably coming sooner than later.
Everyone who complained about the fights being off panel in the last part of the arc really got an answer with these last couple of chapters: Don't worry you'll be seeing more action very soon.
I'm looking forward to how the match-ups are going to fall out.

No idea if many of the gladiators will get more of a spotlight, but Kelly Funk has struck me as some sort of Chekov's gun since he first appeared. A guy who wears other people in an arc where the main villain controls people?

Kanjuro can't be that much powerful, if he was captured.He might be more powerful than Kinemon but not as much as Law, Burgess or the 3 DD higher officials.
what about the folks outside birdcage? there's a whole fleet out there lead by sai, didn't like hundred of soldiers just remember they have a commander, his brother and predecessor?
What about the marines that have been forgotten, the revolutionary spies? Shouldn't Dragon be like "holy crap, I just remembered like five agents who dissapeared out my memory, all of them send to dressrosa" - that realization should have hit countless people by now
I like the bird cage thing because it's pretty intense and an imaginative display of doflas power, but I'm with Dryish here, the whole setup is just stupid
