Seems to be sure this because of that these standard of the curfew. If so, fits Dressrosa rules not to leave their homes after midnight and the toys have to go back to the house of toys!
My guess is when she's sleeping, the human's (non-toy) memory return/regain their memory. But they probably already sleep when that happen.
I've been wondering if we'd ever get a cover story covering what the East Blue villains have been doing. Axe-hand Morgan, Kuro, Arlong, Don Kreig & Gin. You'd expect at least one of them to have shown up by now.

That would require the assumption that everybody in Dressrosa falls asleep before a little girl.
There's a lot of potential flaws in that.
You forget they have Violet, who says she can see everything on the island. Wouldn't be too hard for Doflamingo's men to catch them if they know exactly where they are.
i think there are enough toys for just someone to find a way..
and even if not, thats just one point i mentioned, the others still count.
soldiers chaos, when everybody remembers and all toys turn back, would then happen everyday.
but the main point would be that even if they have all toys locked in kairoseki cages every night and sugar isnt going to sleep even if just one toy is missing,
then what about the hundrets of people who are still randomly awake after sugar is going to sleep.

I think the reason the toys return at night is just because that when they are put to work in the underground. With the dwarfs working during the days and the toys during the night, Dofla's business can run without pause.
At least, that make sense to me.

This one makes more sense, but i always though that the laborers were the dwarfs. Oh well, this i can buy.
