I agree. Any character that did not make it into that group of figurines likely doesn't stand a chance of making it into this game. And, of the WFC anniversary figures, I'd say that, with exception of newer series, anyone who was not playable in Jump Ultimate Stars, won't be playable in this.
I require more research before emiting an opinion, but at least that weird man with a son goku headband and tarzan like garments is an elder series that wasn't featured in Jump Stars series.
Also, there are a bunch of the older series who were important to the story of the magazine, but because a bad moment they didn't continue and couldn't be convinced to the older games. The main two that stand out are Fist of the North Star, that managed to be included in JUS but not in JSS, and Mazinger Z, that I only recently realized that it was a jump series.

Well, my guess is that this game will be based off the anime, rather than the manga for all series. Likely, this will include voice acting, color palettes, and not spoiling things that haven't happened in the anime yet (like the many recent changes to Ichigo). Additionally, series without anime, in that case, are far more unlikely to get a representative in the game.
However, it is a Shonen Jump Manga 45th Anniversary game. So, to base things off the anime really makes no sense haha. So perhaps it is more of a half and half sort of thing. I guess we won't know until we find out if there will be voice acting
They are going to have the anime actors, and music, probably color schemes, but I doubt that their techniques/powers/plot status is going to be anime based.
Jump Stars worked as a mute game, and was obvious from the begining, because the spech bubbles. It would be very akward if they didn't emit any sound in battle. Also, the first trailer was voiced, the main four, the "Orange Cuartet" said their intro lines.
