Just because they don't have them doesn't mean they can't get them. Who knows, as we've seen with a number of other things, ie, the first Fairy Tail license and the Toriko dub, they've got them, dubbed them, then waited (for whatever reason) to release them, which was only a short time after announcing they had the license.
In other words, it's entirely possible that they have them but can't release them just yet.
I wouldn't be surprised in the least to learn that by the time they get to the crossover episodes in One Piece's episode count that we learn they've held the rights for years.
