The way the announcer talks about Bellamy makes it seem like he's been around Dressrosa for a while now. It might not have been a full two years ago, but I see no reason to think that it was significantly less than that.
Also, he seems to have grown in strength significantly, which he wouldn't have done by sitting around Jaya and moping for a year.

if he really used the high west to get to the sky island (he said he lost his crew,and we know that said course is really likely to take out most of a crew,while with the knock out stream is "all or nobody"),he must have traveled around to get there,and the grand line is a "natural trainer",if you want to continue you have to get stronger or die trying.

well that pillar was the only valuable thing in the entire skypiea.They don't have gold anymore,and they don't have heavy matters,as jewels or other precious metals,so the only thing bellamy could try to obtain was that pillar (the entire bell was too heavy and big,while the pillar was already broken and probably forgotten in a corner because for skypiean gold has no value)

it's impossible he has been at skypiea AFTER the scenes we seen in the "decks of the world" cover story,because you have to count the days you need to travel from one place to another..you probably need many weeks of navigation,even with an eternal pose to go from jaya to dressrosa..plus you even need a new coating at sabaody to pass the red line..even if there's a possibility that maybe the white sea extend over the red line,so if he took that route,he could have avoided the coating thing

What we have learned is that having brought the golden pillar to Doflamingo, Bellamy start some missions against other countries and i'm sure that he got these missions from Doflamingo himself

I want to believe he did go to Skypia a little while after his incident with Luffy since he had to recover from injuries made by Luffy and DD, after that he may payed a visit to old cricked (I think that his name) and ask him about sky island also we don't know If the high west is close to Jaya, we don't even know what the high west is to begging with also it seems that he has been in DressRosa for a while now.

We can assume that there is a considerable time difference that is required for Bellamy to become "Dressrosa's protector" (one doesn't just pull that off in ONE day since it is stated that he attacked multiple settlements). That in itself would probably take a few months (if not, a half a year or entire year) unless Dofla is pulling strings in the background.
However, in order to do this, it is safe to assume he first won favor with Dofla through that skypeian pillar. Therefore, we can assume that Bellamy's timeline went like this:
1.Bellamy "not killed" by Doflamingo
2.Bellamy going to Skypeia
3.Bellamy going to Dressrossa
4.Bellamy gaining popularity in Dressrossa
5.Tournament
The time between 1-2 is still a tossup since it could have actually occured BEFORE the timeskip or during it. However, it is safe to assume that he took the more challenging route and lost his crew during the process or his crew was attacked by skypeans and eliminated. If he lost his men while getting to skypea, then he took the pillar solo, SOMEHOW returned back, and traveled to Dressrossa on his own (or just…tailed someone there shrug). It seems highly unlikely that he took the pillar solo since it would require him somehow getting back. So if his crew did perish ALONG the way to skypea, it is possible that he befriended them (weird thought huh?) and they assisted in getting him back to land. PS: if one wants to assume he was only in skypea for a short time, it would be easier to assume he befriended them and they simply handed him the pillar.
However, if he did fight the skypeans and lost his crew. The problem still lies with how in the world he actually returned with the pillar. Also, he probably would have been up in skypea longer while trying to navigate through the place, encountering enemies, etc...
This in itself probably took a few days.

Anyway, I can't see Bellamy defeating Wiper, Ganford or the rest of the named top fighters (who could even compete with Zoro back then).
Even if he became stronger, it is hard to believe that he made such progress. My bet is that Bellamy spilled Luffy's name when he met the people of Skypiea (maybe even unintentionally). They probably asked him to give the gold to the Straw Hats, which he of course didn't.

Rookie pirates tend to move forward by following a log pose. The grand line is a "natural trainer" based on the assumption that those pirates are actually moving forward rather than sideways and backwards. Jaya and Skypeia are basically the same spot.
I'm not even claiming to know what happened. I just think it's more likely that Bellamy found his conviction sooner rather than later.
