Seeing how the cover for Volume 69 is out now, we can start predicting for this one now. Though I wonder if with the latest volume postboned, we will get this one in 3 or in 2 months now.
Name: "Matching Interests" or "Leave it up to me!"
Chapters: 691-701
Characters: Luffy, Doflamingo, Caesar, Buffalo, Baby 5 & maybe Kuzan (+Usopp and/or General Franky as additional Strawhats)

OR

we'll get a reverse cover of Volume 69, with the title being "Smile" (which would be one of the next two chapters). Doflamingo would be in Law's position, Caesar in Luffy's, Baby 5 & Buffalo in Chopper & Mocha's, Vergo & Monet ready to die in Zoro & Tashigi's and Kuzan in Smoker's.
That would at least excuse that some significant characters were excluded on the latest cover.

Also Smoker, there can't be a volume cover without Smoker anymore.

Gonna go with this as well as it makes the most sense for the cover.

name of volume 69= SAD, which was the name of last chapter in the volume(690)
name of volume 67=Cool Fight,again name of last chapter in volume(667)
of course this is not always the case but the naming of volume has almost nothing to do with the positioning of the corresponding chapter name,but rather the importance of the said chapter

I can see the cover featuring only Luffy, Law and Doflamingo. Simple and straight to the point. Not all covers end up crowded after all, even if many characters are introduced or focused on.

Not exactly a prediction, but I'd like to see the cover feature Doflamingo at the center, with Luffy and Law back-to-back on either side of him and the floating heads of Baby 5, Vergo, and Buffalo below that. Through chapter 700 and titled "Die for Me".

Probably because it got more chapters than normal (12, instead of the usual 10 or 11).
