Well, the whole plan is rather arbitrary. maybe there's a whole bunch of variations; use thigh bone to get world where everyone has pink skin, use wrist bone for world without Pokemon cards and so on…
I jest of course, but either way, that possibility can't be ruled out. Also, it would be pretty darn stupid for Pucci to fight the Joestars as opposed to just running away and killing them all when the universes reset, or just drop Emporio on mars when the reset happened.
Perhaps it was a backup plan, but it didn't pan out the way he intended it to. Instead of recreating a new Dio out of the bone, it instead made a weird homunculus.
That makes sense.
We can think of it this way:
Dio: Once I bring my UNSTOPPABLE stand to even greater heights, I can play god (=dio) and rewrite the universe to my liking! However, I'm really still not totally feeling 100% in Jonathan's body (turns out he was just a monkey after all!! LOL). I'll probably need Joseph's blood. I'm also afraid of what Joutarou might be capable of (he's probably the one The World is taking the time stop ability from). If anything should go wrong, I'll give Pucci one of my bones so he can possibly resurrect me later. He doesn't need to know that my so-called "Heaven" is just for ME! And opposing me will become completely MUDA. I'll need to bend gravity (I read up on gravity, it's cool stuffz!), so I'll probably need to suck up as much stand powers as possible (maybe stand discs can help) and do something on the full moon. Yeah, that sounds about right.
Pucci: I've never met somebody who's understood me so much! Dio-sama <3 He knows just how to create a heaven on Earth, and he's so cultured and intelligent! I'll carry out his plan because it sounds just esoteric enough to be viable to a priest! What's this the bone's turned into some sort of weird green baby? I should use the full moon's "gravity" to fuse with it and create the Heaven I'm sure Dio would have wanted!
OK, first of all, you've been reading far too many of those Jojo twitter accounts. Secondly, that makes sense as well. And Pucci probably wouldn't want to revive him if he wasn't necessary to the plan, and he already thought Dio was in heaven.
