I was looking for the quote people bring up about Oda in an interview… I can't find anything directly, mostly forum posts talking about it.
We get that a lot, "Oda said…" but they don't source it. The only other supposed quote that is said by fans more often this 'next member' is the "Oda said that Usopp will always be the weakest crewmember". The only sourse to that is quoting a voice actor had supposedly said. IT's in the One Piece Wiki under Usopp's entry that "so-so (cant remember name) voice actor said that Oda told her" But even that can not be verified because it is not sourced where the voice actor said it. I've tried to change it and say it's not verified since that it did not come from ODa and there is no source to verifiy if the voice actor really said that. But the mods there take it out and but back in the unverified quote of "Usopp will always be the weakest" . ..even after the timeskip that showed Oda has made Usopp stronger than what he was and not the bottom of the barrel anymore.
Many do not question it, just as they don't question what is the source and actual words of Oda, not a second cource that is difficult or impossible to find the source of.
I did find this, though. From this forum, actually. So, if that's Hancock on the left, Wiper next to her and one of the giants at the bottom… think that might be Kinemon in the upper right? He has a traditional samurai haircut, a long katana and is wearing heavy armor, like a wartime samurai would wear...
That was early designs for the Shichibakui, that Oda later changed. Though on reading your post and looking at them, the others do fit the image. Could be on changing the designs of the Shichibakui he later used those early designs for other characters.

I did some research, and Oda never said "nakama", he never specified that the "former enemy" would join the crew. He only said that Luffy would "team up" with a former enemy, and that this enemy had been a "boss character". In my opinion, he was talking about Crocodile, so he's already followed through with his promise. Discussion over.
Thanks for the clarification Though you know some will refuse to think the discussion is over. They will say that you didn't give a source where you got the info so they won't accept it. OR try to claim that the quote was after the war so Crocodile doesn't fit.
Personally, I agree with you, it really does fit Crocodile. But you know how some like to argue here, esp if its something that goes against what they want to happen or believe in
