If Enel uses his El Thor technique with 200 million volt, would the victim be turned to ashes?
First of all, please don't constantly repost your questions if they dont get answered of if the answer is not to your liking. Fact is that a short google search would show you that the question can simply not be answered.
Unless Oda decides to completly step off from logical physics, wether an electric shock can kill you or "turn you to ashes" cannot be determined by volt alone. Its the amount of Watt in an electric shock (the combination of both Volt and Ampere) that determines how lethal a shock really is.
Considering your 200 million volt is accompanied by a fair amount of Ampere then yes, in normal Physics I guess he could. The guy can generate enough heat to melt gold so burning a person down to ashes should be possible.
However in the One Piece universe I`d say no, because Luffy wasn't burnt much at all by the heat generated by Enel's lightning. Even though he is rubber and all the heat generated by Enel melting the gold should have done him quite some damage. I guess Oda skips some official physics rules, same goes for the fact that rubber, however very resistant to eletricity, does conduct it eventually if you force enough eletricity through it.
