We know that Ope Ope no Mi ultimate power is the ability to grant immortality to another person, at the cost of the user's life (?). But what we don't know which type of immortality, and "how" the operation is done.
Giving an OP type of immortality to a character isn't Oda-ish. Which leaves us two types of immortality that aren't too OP, longevity type (The power to live a long time, people gifted with this type of immortality cannot die from natural causes, old age, illnesses etc, but can be killed by unnatural causes) and parasitic type (Person can attain this type of immortality by transferring the soul to another body).
And seeing how Law uses his power, makes me believe that the type of immortality is the parasitic one ("Personality Transplant Surgery" technique can switch the "souls" of people).
I think Law had already done the immortality operation on Luffy when he saved him in the war… At that time, he planted his soul in Luffy's body to save his life in a dire situation, like this one. But this will benefit Luffy too, the remaining life span of Law will be added to Luffy's (This way Oda can overcomes the drawbacks of G2 and G3), he can also speak with Law and use his knowledge...
Proof: Luffy was the only one who heard Law speaking when Doffy shot him the first time. And now, in the last chapter, Luffy heard Law again (It's not a flashback bubble. Why? Luffy didn't complete his sentence when he heard Law, which makes this happens in the current time).
PS: Law will be completely naked when Luffy talks with him in his mind.
I like your line of thinking, but I'm gonna counter your theory. I'm pretty sure the Op-Op's ultimate power is to grant what you termed "longevity immortality." Granting another person complete immortality (invulnerable AND ageless) is a pretty OP hack. However, granting another person Agelessness with the trade off being your life is pretty lopsided, but still in the boundaries of fairness, as far as Devil Fruits are concerned.
I'm doubting your parasitic immortality theory for a few reasons, the biggest one being that we learned the trade off of immortality-for-life as a whole part-and-parcel package deal. Law was able to save Luffy because he's just that good (as has the Op-Op fruit which makes him even better) of a doctor. And then we found out Law isn't dead on the ground, he was just whispering.
If Doflamingo was hoping to do a parasitic-immortality jump, it sure as hfil wouldn't be right now at this moment in time. And even then, it'd need him to constantly find the fruit/new user and convince him to perform the surgery. Whew! -

Can observation haki tell you if it's an specific person? Or you need to feel them and identify them before remembering their "voice".
My guess is that the radar part of observation is a lot more complicated than the "attack detection" part, and need to be activated conciously, so it's not like "oh Absalom is walking around" and more like "If I turned on my observation power, I'd feel a guy nearby, eh it's probably a mook from their crews listening in".
tldr;Theory based on observation of the observation haki: The attack detection is a sense that it's easy to keep on, while the hearing of voices is more complicated and needed to focus (Except in freak cases, Like Aisa or Cobby)
I think you're on the right track. That was how it worked on Dragon Ball, which is one of Oda's biggest inspirations, though it doesn't make it credible fact.
I'll cite instances from Fishman Island and Punk Hazard. In Fishman Island, Luffy, Zoro, and Sanji all felt Caribou in the palace. They didn't recognize his "haki signiture" I'll call it, but then again, they had only met the guy once. They weren't looking for him at the time, but after kicking him out of the castle, had to hunt him down in the mainland portion of the Island.
In Punk Hazard, Sanji dove into the sea-lake to find Kinemon's torso. He's can't find it right away, saying he can't tell apart his "signiature" from the sharks'. Of course, that was because the torso was getting nommed on by said shark.So yeah, like I said, your thoughts are headed in the right direction and just needed a little evidence, a little more meat to back it up. Which I tried to cook up for ya.

If you need something a little more concrete, when Law asked Luffy who on his crew was able to use Haki in the context of combating Caesar, Luffy brought up himself, Zoro, and Sanji.
I forget which SBS it was, but those three came up again as the Haki-users of the crew with their specializations being Luffy: CoC, Zoro: CoA, and Sanji CoO. It doesn't mean Sanji can only CoO, just that it's the C he does best.
