First of all, we have yet to see much of Fishman Island to cast it aside as an Adventure arc. With how we had a big built up at Saobody regarding the whole slavery situation and later on in AL, what made Fisher Tiger important, I doubt that the issue of slavery and how the WG permits if not encourages it is just going to be cast aside for some fun little adventure arc. Not when this arc has been hyped up since East Blue.
Secondly, you say that as if every pirate looking for one piece is like Luffy. Not when you have guys like Kidd whose bounty is higher for killing civilians.

Roger and Rayleigh discovered the entire Void century, and they're the only people who ever went to Raftel at least recently. Now I wonder if these connections may be related…?

I still place my bets on some type of navigation and weather phenomenon that makes it extremely difficult to get to Raftel. I'm still curious what happened in the Void Century? What possible horrible thing could have happened that would make people want to revolt against the World Government? Sure. There's plenty of crap they're doing right now, but it's hard to think people wouldn't just go "Eh. Whatever. What happened in the past is in the past." We also have to look at a number of items in the Manga, how do I put this.. I hate writing my ideas, I'm just not good at it on these subjects as much as I like.
We have those who know what One Piece is Rogers crew, Shanks, Buggy, and Rayleigh, for just starters. We have to believe one of the major things that caused their personalities to be what they are now is due to combination, Roger's Death and what was found out at from the Rio Poly.
We also know Whitebeard knows what it is, and it is something that none of these people have any REAL interest in, nothing treasure related, since Buggy did not go for it, BUT their may be other reason for it, a sense of respect for his captain maybe? or the fact he is a coward lol, No idea for sure.
Here is an odd question though, it seems obvious that the Navy KNOWS where Raftel is and what One Piece is, and if it IS tangible, why do they stay away from it? They have a force to destroy an Island, why not destroy it? This means one of a few things.
That it has some use to them in some way, or for some reason they need it for some reason, but why and what? Their reactions toward it is that of complete fear almost, there is something not adding up here…. ok there is ALOT not adding up here, but still.
We know that Roger has a lot of luffy traits, and is more about the adventure then the gold then we also might have to consider, that he doesn't actually have any MONEY treasure cause he spent it all on goofy stuff... just like luffy..., but again it is very hard to guess since we only know so much about Roger.
We also know that whatever roger left behind was meant for a type of person, and we know luffy fits the bill, kind, noble, generous, fearless, and a natural leader, one who draws people to himself, but still human enough, slight bits of greed and selfishness, but nothing that harms the great good, and most important.. FREE, one who treasures Freedom more then anything.
It's hard to even guess what it could be, we have to consider that the Rio is somehow involved in it some how though in the end, I am sure their will be an abstract meaning found from the MANGA for the people reading it, but as to what it is for the people in the world of One Piece it has to be something much more.
I have a theory that OP is some sort of device or artifact that grants the owner the power to hear the Voice of All Things a la Roger. That way it could "connect people" and not be lame.
