Moving on, I think the only reason why the Caribou Brothers have such high bounties is because they killed so many Marines and are known for their cruelty. Kinda like Kidd but not as awesome. They're strong because they made it all the way to the SA weeding out the weaker pirates but the bounty doesn't give a clear definition of their strength.
