I don't think any of Luffy's actions have anything to do with the message that Rayleigh wanted to send SH crew. But I believe it's the tatto, based on the fact Vivi recognized that it was unlike luffy and unfasionable. Since Vivi is considered a nakama like the rest of the crew, her opinon will be the same as the rest.
I really can't tell for sure what the tatto means because to me it looks like a 8o2y. Which has completely zero meaning to me.

It was something only the StrawHats could understand and the out-of-nowhere-ness of the 16 rings seems to be that something. Otherwise, do you think Luffy would choose for himself, or Rayleigh would choose for him, to declare the New Age of pirates.

Well you could be right idk. But those rings also has meaning for other people so that might be wrong. Just because it might mean the same thing to the public it could mean something different to the strawhats. But the tattoo is also something of a "out of no where-ness" type of thing. And we're not 100% if he did declare a new age for pirates. And if he did i think Rayleigh gave him the idea of doing it that way. Since luffy wouldn't know of it.

The message being something unlike Luffy, is to not re-unite yet. The crew gets it, plain and simple knowing that Luffy at this time would want nothing more than be together. If the crew understands that much, then they can understand Luffy's train of thought, or rather, Rayleigh's. It's self explanatory, I believe.

Kinda confusing. It's good to finally know the news, but Capone and Urouge sections seemed to detract from the story.

I wouldn't say hate, but he wasn't that great a character, he just felt generic with his 'cool older brother' character and fire powers. Also I don't think we need to worry about spoilers if we're in a thread about about the current chapter, since that was brought up awhile back.

I'm going to agree with those that believe the message is in the SA2Y tattoo. Sababy Archipalego 2 years seems like the best guess for a message left only for his crew that know him.
Vivi who knows him, but is not aware of the crews most recent plans is shown to be perplexed by his apparent fashion sense. Using that acronym was the best method to get that message out in the face of the whole world while only having it understood by his crew. Kanji or Kana would likely be too revealing.
It's also not the first time that Oda has used Roman characters for an acronym.

Ace was awesome and forever he will be even after death. Ace is the opposite of awesome. He had to be in the Luffy flashback for the comeback or truly awesome brother. Not a failure like Ace.
I don't see what other flashbacks Ace could be in other than an emotional moment where Luffy remembers Ace or Sabo does.
