I was all about Williams being Riddler back when they did Batman 3. Though as I recall, at the time he turned down the part because it wasn't the version of the character he liked (ala the 60s tv show.)
I think Williams is great and has fantastic range, and can act whatever he wants… but I also think he'd pull me out of Batman real quick. I'd have a hard time getting past him being... him. Regardless of what performance he'd put in.
Some actors are in a lot of stuff and change so much for every role that you can't really tell... and some, like Williams, or Sean Connery, or Jackie Chan, are so distinctivley themselves no matter how good a job they do... they just are them. (And other actors played a character so iconic its hard to seperate them from that iconic characters. Mark Hamill and Luke Skywalker for instance.)

His acting style with the almost BiPolar-ish moodswings, I think could pull off a very good Riddler.
