Yes, after knowing that she could NAVIGATE?!? As if he knew, all he knew was that she said she could navigate; we, the readers, saw her abilities. He, the main character, didn't see anything until they made it to land on Usopp's Island.
As far as the role goes, she barely had any parts at all, and she was at a stage where she could have said "no" to him any time. Then comes Arlong Park and after that, where she could have said "no" after he saved her and Luffy would be heading towards the Grand Line on his very own. If Nami cared, she could have stated behind on her own, nothing to stop her at all. Sanji pointed it out when they were departing, she could have never boarded the ship.

What Robin had was something less than ordinary, she had a chance to further the plot and had to join on that account, not because she had a conversation with Cobra about Luffy! She could have left to head to Africa for all we cared, the single idea that she'd be a stowaway was beyond us at that time, we didn't suspect it.

Same thing with Chopper, he had his interaction with Nami rather than with whoever he did have it with after Wapol came. Furthermore, Brook wasn't able to meet Luffy again until when they all fought against Oars.

We can argue, why would she leave her dream place? All that place needs is a slave and boom its paradise. Why would a person that fears for her life leave with Zoro and stay with him for long enough to meet up with her nemesis and the guy who beat the shit out of her captain?

Robin joined during the Alabasta arc and Franky joined during the CP9 arc. When Robin was first introduced the SHs were already on their way to save Alabasta and when that finished, she joined. Franky gets introduced and then CP9 show their face which leads to Enies Lobby and when they were done there, he joined. So yes, they each joined during their intro arc.

Franky JOINED during POST WATER 7 ARC, not during INITIAL WATER 7 ARC.
