Everytime I reread that part of Shushu, I always remember the story 'Hachiko'. These canine can be soo faithfull….. sniff And how people adore Hachiko, that they made a special statue of him.

I'm surprised Norland isn't in first place. He damn well deserves it. My other votes went Bepo, Mr. 1, Demon Spider (Onigumo), Ichigo (Strawberry), and Cigar Geezer. I was thinking of voting for ShuShu, but he doesn't really need any help. Translation: I don't care for him. :P

I atribute it to him being from an old arc, and more importantly, beign the skypeia arc, which a lot of people just skim through due to its length. (Despite it being awesome and probably one of the most important arcs in the series at this point).
Still, he's going toe to toe with Mr. 1, and that's pretty good.

He is probably the best flashback characters shown so far (and Skypiea was INDEED an awesome arc).
I can understand the Bepo following thou... he's as bizarre as they come.
And if One Piece delivers in something, it's in the Bizarre Department.
Its like I often say. The problem with Skypeia is context.
-The explanation for what the arc is about comes at the end of it.
-It's seperate from the "main plot", with no marines and whatnot, so "nobody" knows it happened. (even though ultimatley its gonna be super important with the world history)
-We're thrown right into the END of a 400 year war with dozens of characters and have no real chance to get to know them. Other arcs tend to introduce characters a couple at a time.
-Worldbuilding. An entire volume is spent explaining how the cloud world works, it slows down enough to establish levels of detail most manga do at the START of their series.
-Its also REALLY long, about as long as Boroque works, except Boroque had a couple of islands and smaller stories in it (including the totally unrelated 3 volume Drum arc). We've had longer arcs since then, but at the time, it was fully 1/3 of the series (instead of the ~1/6 it is now).
All these things add up to make it a rough arc at the time. Now, if you go back, with context of what all was being setup with the strawhats, and knowledge of the end flashback and what the whole thing is about, its a far stronger arc. But the first time through? Especially if its weekly and not in one big go? Its rough.

Zeff, Laboon, and ShuShu did great with little to no campaigning at all, so I doubt Skypiea being an "old" arc has much to do with why. It probably has more to with his competition than anything else. Whatever the case, he's advancing to the next round, which is good enough for me.
But really though, I thought the Norland and Calgara flashback was the best part of Skypiea. It might even be my favourite flashback of the whole series. Then again, that might just be me. As for why Bepo is doing so well…I'd say your answer is right here:

Norland is a character who got his own sceen/page time which was a lot longer to most of the side characters we have seen in the series so far, so naturally we would feel more of his persona was revealed to us. However, some people beside his kindness don't see much more in him.
Yes he was kind, he was strong as well (if that's one plus to be had) but that was pretty much all from my point of view.
I read and saw it like this:
He is one of those mixed looking character, he is not cool and not weird something in between.
And to tell you the truth I also saw a major flaw in his "character" persona even if Oda didn't want to show it, it was there.
He was working for a greedy and stupid king, for who he would go distance and in the end it cost him his life and at least a 400 years of stained name.
What I have came to love from watching this series, was the power of will and freedom, you can see with some pirate crews, so I guess Norland was the opposite of that and that is why for instance I did not like him.
Bepo on the other hand, as funny as it may sound to me shows more potential as a character. What I have seen so far is great design, some neat funny aspects (especially liked how he told Jean Bart straight of he is under him in chain of command, also I have a feeling that behind that fur there is a sad past which will make him grow even more in my heart)
Anyways I like the polar Bear and here one last time before the first round an AMV I made for him and the HEART pirates crew.
