Not really. In the prelims multiple votes will be allowed. Meaning you can vote for as many characters in the match as you want to. It is heavily recommended though to vote for at max. 4 characters since the top 4 move forward while the remaining six get eliminated.
On a related note, I suggest that nobody votes for a tie during the preliminary round because in each preliminary match there will definitely only be four characters guys that will move forward to the first round. If we're having a tie that doesn't give us a clear top 4 we will have a system in place to determine the winners. So don't aim for a tie guys.

Of course. Everything has it's flaws. But we figured that it's worth the try since One Piece has so many characters. We've seen last year that some of the more obscure characters can make for very interesting matches and campaigns. But at the same time people were pissed that some more important names than them weren't in the tourney (which is a complaint that we could also relate to). So this is an attempt to give both sides more of what they want without cutting the other. Of course after we see how it plays out we will be able to tell if it was really an improvement or if it means back to the drawing board for next years tournament.^^

why don't give everyone 4 (or 5) votes only? If you go Unlimited, you give it an extra layer of filtering the votes to remove the extras, or give an unfair advantage to those who can stay at a computer for undetermined amounts of time, like Drake's fans.

Good that you ask. The only no name characters we're including are guys that appeared between the start of the last tournament and this one. That because they are part of a still ongoing arc and have a chance to be named yet. Older unnamed characters won't be allowed to enter with one exception, Pawngoat. We simply couldn't forbid that such a popular character name figure to enter in a popularity contest that will hold 320 contestants.
But fear not, we did say that we'll be having groups join didn't we. And it just so happens that Epic Wabbit Man is part of the group which has been named as Candy Boys. Will they be among the 320 guys though? I guess you'll have to wait for a week to find out. :ninja:
